Abstract
The importance of civil-military cooperation in strategic crisis man-agement is increasing due to the growing complexity of security environment. The aim of comprehensive crisis management is to reduce threats and normalize the overall situation, regardless ofinter-institutional differences. Despite numerous positive examples of civil-military cooperation, this paper identifies and analyses three typical types of problems within the HIT issue model of civil-military cooperation: human, institutional, and technical issues. The humandimension includes differences in civilian and military perceptions,value gaps, typical approaches to problem-solving, insufficient infor-mation sharing, joint learning, trust, and mutual familiarity. The institutional dimension consists mainly of competition, duplication, heterogeneous understanding of inter-organizational cooperation, and a lack of mechanisms for measuring success. The technical dimension addresses interoperability issues, lack of common standards and terminology, and barriers to the exchange of classified data. Finally, possible solutions to narrow the civil-military gap and improve complex crisis management strategies are discussed.
