Minority-language socioeconomic policies and their impact on speakers’ choices, habits and attitudes : the Slovenian community in Italy

Abstract
In this paper we will show how the social setup of the Slovenian minority in Italy, includingthose measures put in place within the community after the Second World War to preventassimilation, thereby establishing a minority-language environment, influenced thespeakers’ choices, communicative practices and attitudes towards the Slovenian language(both standard and local varieties). In particular, we will demonstrate how the community’sleadership established a minority-language-only environment with a social and economicmodel focused, among other purposes, on preserving the language and protecting it fromassimilation. This strategy narrowed or restricted the network of speakers that becamedistinctly local, tight and impermeable. Thus, we can observe how the same protectivemechanisms that enabled the preservation of the minority language also reduced itsdynamism, variation and change.

Dans cet article, nous examinerons la configuration sociale de la minorité slovène enItalie. Elle était largement formée après la Seconde Guerre mondiale où les mesurescontre l’assimilation ont été mises en place au sein de la communauté, établissant ainsiun environnement réservé à la langue minoritaire. Nous étudierons plus particulièrementcomment cette structure sociale a influencé les choix, les pratiques de communication etles attitudes des locuteurs à l’égard de la langue slovène (à la fois les variétés de languestandard et les variétés locales). Le but de cet article est donc de montrer comment lesdirigeants de la communauté ont pu établir un environnement linguistique exclusivementminoritaire qui repose sur un modèle social et économique axé, entre autres, sur lapréservation de la langue et sa protection contre l’assimilation. Or, cette stratégie a réduitle réseau de locuteurs qui est devenu distinctement local, étroit et imperméable, ce quia influencé l’attitude des locuteurs à l’égard de la langue. Nous discuterons alors deschangements de leur perception du continuum linguistique, ainsi que de leurs compétencesen matière de communication et utilisation de la langue minoritaire. Ainsi, une telle étudenous permettra d’observer comment les mécanismes de protection visant à préserver lalangue minoritaire restreignent également son dynamisme, ses variations et son évolution.
