Abstract
Diplomsko delo analizira vlogo skupne evropske zunanje in varnostne politike (SZVP) pri odzivu na izraelsko-palestinski konflikt v obdobju 2023–2025. Poudarja normativno moč EU, ki svojo zunanjo politiko utemeljuje na vrednotah mednarodnega prava, človekovih pravic, multilateralizma in mirnega reševanja sporov, hkrati pa izpostavlja njene omejitve zaradi notranjih razlik med članicami, institucionalnih pomanjkljivosti ter zunanjih geopolitičnih pritiskov. Raziskava temelji na analizi uradnih dokumentov EU, OZN in nacionalnih virov, ki je dopolnjena z deskriptivno in interpretativno analizo ter študijo primera Slovenije kot države članice EU, ki je v obravnavanem obdobju izstopala z aktivno diplomatsko držo, priznanjem Palestine kot samostojne države ter povečanimi prispevki k zagotavljanju humanitarne pomoči. S tem je Slovenija poskušala okrepiti normativno verodostojnost EU in prispevati k bolj uravnoteženemu pristopu EU. Kljub temu analiza ugotavlja, da vpliv EU na razvoj dogodkov v obravnavanem konfliktu ostaja predvsem deklarativen in simboličen, saj ji primanjkuje operativnih mehanizmov in politične enotnosti za učinkovitejše ukrepanje.

Title:The role of the EU‘s common foreign and security policy in addressing the Israeli-Palestinian conflict
Abstract:
The thesis analyzes the role of the EU's Common Foreign and Security Policy (CFSP) in the response to the Israeli–Palestinian conflict during the period 2023–2025. It emphasizes the EU’s normative power, as its external action is grounded in the values of international law, human rights, multilateralism, and the peaceful resolution of disputes, while also highlighting its limitations resulting from internal divisions among Member States, institutional shortcomings, and external geopolitical pressures. The research is based on analysis of official EU, UN, and national documents, supplemented by descriptive and interpretative analysis, as well as a case study of Slovenia as an EU member state. During the examined period, Slovenia distinguished itself through an active diplomatic posture, the recognition of Palestine as an independent state, and increased contributions to humanitarian assistance. Through these efforts, Slovenia sought to strengthen the EU’s normative credibility and contribute to a more balanced EU approach. Nevertheless, the analysis concludes that the EU’s influence on developments in the conflict in question remains largely declaratory and symbolic, as it lacks sufficient operational mechanisms and political unity for more effective engagement.
