Abstract
Parlament je pomembna institucija države, saj sprejema zakone, s katerimi se ureja temeljne značilnosti države, družbene odnose na njenem ozemlju varuje pravice in predpisuje obveznosti. Poznamo enodomne in dvodomne parlamente. Glavna razlika med njimi je v tem da ima enodomni parlament en sam dom, dvodomni parlament pa ima dva ločena domova. V diplomskem delu se raziščejo razlike glede hitrosti in kakovosti zakonodajnega postopka med enodomnim in dvodomnim parlamentarnim sistemom na podlagi slovenskega dvodomnega in hrvaškega enodomnega parlamenta. Raziskava je izvedena s pomočjo desetih primerljivih zakonodajnih postopkov iz obeh držav. Analizira se povprečen čas sprejemanja zakonov in število obravnav. Raziskava pokaže, da je povprečni čas sprejemanja zakonov v Sloveniji daljši kot na Hrvaškem, kar potrdi, da se v enodomnem parlamentu hitreje sprejemajo zakoni. Prav tako pa je ugotovljeno, da so v slovenskem dvodomnem parlamentu postopki bolj kakovostni.

Title:Legislative procedure in unicameral and bicameral parliamentary systems and differences between them
Abstract:
Parliament is an important institution of the state, as it adopts laws that regulate the fundamental characteristics of the state, protects rights and prescribes obligations in social relations on its territory. We know unicameral and bicameral parliaments. The main difference between them is that a unicameral parliament has a single chamber, while a bicameral parliament has two separate chambers. The diploma thesis investigates the differences in the speed and quality of the legislative procedure between a unicameral and bicameral parliamentary system based on the Slovenian bicameral and Croatian unicameral parliaments. The research is conducted using ten comparable legislative procedures from both countries. The average time for adopting laws and the number of readings are analyzed. The research shows that the average time for adopting laws in Slovenia is longer than in Croatia, which confirms that laws are adopted faster in a unicameral parliament. It is also found that the procedures in the Slovenian bicameral parliament are of higher quality.
