Abstract
Spletne strani občin so danes eden ključnih načinov, kako občine komunicirajo z občani in nudijo storitve, vendar so med njimi velike razlike v digitalni zrelosti. Magistrsko delo se osredotoča na razvoj prilagojenega modela za vrednotenje spletnih strani občin, s katerim je mogoče celovito oceniti njihovo digitalno zrelost in doprinesti k izboljšavam v praksi. Namen dela je v vzpostavitvi enotnega merilnega okvira, ki upošteva tako uporabniške kot pravne in tehnične zahteve, ter v iskanju smernic za nadaljnjo digitalno preobrazbo občin. Postavljen model vrednotenja digitalne zrelosti spletnih strani združuje elemente obstoječih modelov in zakonodaje ter vključuje šest dimenzij: uporabniško izkušnjo, dostopnost, vsebino, varnost in zasebnost, e-storitve ter tehnično zmogljivost. Empirična analiza je bila izvedena na vzorcu 30 slovenskih in 9 tujih občin, pri čemer so bili uporabljeni enotni kazalniki in ocenjevalni list, kar je omogočilo primerljivost rezultatov. Rezultati kažejo na precejšnje razlike v digitalni zrelosti občin, tako v slovenskem kot v mednarodnem kontekstu. Prepoznane so bile dobre prakse na področju uporabniške izkušnje, e-storitev in dostopnosti, hkrati pa tudi izzivi, kot so tehnične pomanjkljivosti in omejena interaktivnost. Prispevek raziskave je razvit večdimenzionalni model, ki omogoča strukturirano vrednotenje in služi kot podlaga za nadaljnji razvoj. Ugotovitve so uporabne za občine in državno raven pri načrtovanju digitalne preobrazbe, omejitve pa nakazujejo potrebo po širšem vzorcu in rednem posodabljanju meril.

Title:Setting up an evaluation model for municipal websites
Abstract:
Municipal websites are now one of the key ways in which municipalities communicate with citizens and provide services, but there are significant differences in their digital maturity. This master's thesis focuses on the development of a customized model for evaluating municipal websites, which can be used to comprehensively assess their digital maturity and contribute to improvements in practice. The purpose of the thesis is to establish a uniform measurement framework that takes into account user, legal, and technical requirements, and to seek guidelines for the further digital transformation of municipalities. The model for evaluating the digital maturity of websites combines elements of existing models and legislation and includes six dimensions: user experience, accessibility, content, security and privacy, e-services, and technical capacity. An empirical analysis was performed on a sample of 30 Slovenian and 9 foreign municipalities, using uniform indicators and an evaluation sheet, which enabled the comparability of results. The results show significant differences in the digital maturity of municipalities, both in the Slovenian and international contexts. Good practices were identified in the areas of user experience, e-services, and accessibility, but challenges such as technical shortcomings and limited interactivity were also identified. The contribution of the research is a multidimensional model that enables structured evaluation and serves as a basis for further development. The findings are useful for municipalities and the state level in planning digital transformation, while the limitations indicate the need for a broader sample and regular updating of criteria.
