Abstract
Vse hitrejši razvoj informacijsko-komunikacijske tehnologije je pripeljal do nastanka kibernetskega prostora (KP), katerega obstoj omogoča internet – svetovno računalniško omrežje za izmenjavo digitalnih informacij. KP, za katerega so značilne razozemeljskost, takojšnja povezljivost in raznolikost akterjev, med državami sproža razpravo o veljavnosti suverenosti kot temeljnem konceptu mednarodnih odnosov in prava. Države suverenost v KP razumejo kot izključno oblast države, mednarodno pravilo ali načelo. V magistrskem delu uporabim konceptualni model strategije usklajevanja, da v kontekst Mednarodnih odnosov umestim protislovje med izključevalno značilnostjo suverenosti in neomejeno medsebojno povezanostjo jedrne internetne arhitekture. Cilj dela je razumeti, kako države dojemajo suverenost v kontekstu razvoja KP, pri čemer kot kazalnik uporabljam normo zaščite javnega jedra interneta. Na podlagi konstruktivističnega koncepta življenjskega cikla norme omenjeno normo obravnavam kot študijo primera, ki temelji na kvalitativni besedilni analizi uradnih izjav Ljudske republike Kitajske (LRK), Nizozemske in Združenih držav Amerike (ZDA) med letoma 2015 in 2024, pri čemer vsaka zagovarja enega od treh pogledov na suverenost. Ugotavljam, da norma še ni presegla točke preloma in stopila v fazo stopnjevanja, saj si vse tri države prizadevajo ohraniti suvereni nadzor nad KP skladno s svojimi specifičnimi pogledi na uveljavljanje suverenosti. Nizozemsko identificiram kot zagovornico norme, ki njeno širjenje uporablja kot sredstvo za vpeljavo večje pravne jasnosti v zvezi z vprašanjem razmejitve suverenosti v KP. ZDA izkazujejo zadržanost do norme, kar je skladno z njihovim dojemanjem suverenosti kot načela v KP in ciljem podjetniško-tehnološke prevlade. LRK pa norme ne le izpodbija, temveč širi svoj koncept kibernetske suverenosti s ciljem reforme upravljanja KP.

Title:Changing perceptions of sovereignty in the context of the development of cyberspace: a case study on the formation of a norm for the protection of the public core of the Internet
Abstract:
Rapid development of information and communication technology has led to the emergence of cyberspace – a global network for the exchange of digital information enabled by the Internet. Characterised by de-territoriality, instant connectivity, and diversity of actors, it has sparked debate among states about the validity of sovereignty as a fundamental concept in international relations and law. States interpret sovereignty in cyberspace as the exclusive authority of the state, an international rule, or a guiding principle. This master’s thesis applies the conceptual model of alignment strategy to situate the contradiction between the exclusive nature of sovereignty and the unrestricted interconnectedness of the Internet’s core architecture within International Relations. The aim is to explore state perceptions of sovereignty in cyberspace by employing the norm of the protection of the public core of the Internet as an indicator. Drawing on the constructivist concept of the norm life cycle, this norm is examined as a case study based on qualitative textual analysis of official statements from the People's Republic of China (PRC), the Netherlands, and the United States (US) between 2015 and 2024, each representing distinct interpretations of sovereignty. I find that the norm has not yet reached the tipping point or entered the cascade phase. All three states seek to maintain control over cyberspace in line with their specific interpretations of sovereignty. The Netherlands acts as a norm entrepreneur, the US remains cautious toward the norm, the PRC contests the norm while advancing its concept of cyber sovereignty, aiming to reform cyberspace governance.
