The master's thesis deals with the prevalence of flexible organizational practices in public administration and their impact on the continued employment of older employees after they have met the conditions for retirement. The main reason for addressing this topic is the aging population, which represents one of the key challenges of the modern workplace, especially in public administration. The purpose of the master's thesis was to explore existing forms of organizational flexibility and to examine whether there is a link between flexible working conditions and the willingness of older employees to remain in employment after meeting the conditions for retirement.
A quantitative survey method was used to achieve the research objective. Two hypotheses and one research question were formulated, with an international comparison with Germany. The theoretical part presented flexibility in the field of work, flexible forms of employment, the legal regulation of labor relations in Slovenia and the European Union, demographic changes and the position of older employees, the treatment of older employees, measures for the effective treatment of older employees, and flexible forms of employment for older employees.
The results of the survey showed that certain forms of flexibility, such as teleworking, are already well established, while the prevalence of others, such as the use of copyright and contract work, is very limited, and the condensed working week is among the least prevalent forms of flexible working. A statistically significant positive correlation was also confirmed between flexible working conditions and the willingness of older employees to continue working after meeting the conditions for retirement. The contribution of the research to the field is important because this research is a good starting point for further research for organizations in both the public and private sectors, as similar research has not yet been conducted in Slovenia.
