In light of changes in environmental protection legislation over the past years, the concept of Extended Producer Responsibility has emerged as a key measure underpinning the European Union's environmental policy. The purpose of implementing Extended Producer Responsibility is to transfer the financial and/or organizational responsibility for managing product waste from the public to the producer. This makes the producer responsible for a product throughout its entire life cycle, from the design phase to the end-of-life stage. The primary goal of regulating Extended Producer Responsibility is to encourage environmentally friendly changes and improvements in product design and to achieve a high rate of waste product recovery through collection, reuse, and recycling. Key to this are various elements, including the cooperation of all stakeholders, effective state supervision, and a legal framework capable of adapting to rapid market changes. Extended Producer Responsibility is an environmentally, economically, and legally significant and challenging concept. It is and will remain relevant within both national and EU legal frameworks, as it presents a continuous challenge for optimizing regulation to create a system that is practical, environmentally neutral, and economically sustainable.
