Načini financiranja društev za zaščito živali v Sloveniji : diplomsko delo

Abstract
Stvarnopravni zakonik od leta 2020 določa, da živali niso stvari, ampak živa čuteča bitja. Kljub temu je zavedanje o njihovih potrebah še vedno nezadostno, kar se kaže v številnih primerih zapuščanja, zanemarjanja in mučenja. V diplomskem delu je raziskana domneva, da je področje varstva, zaščite in dobrobiti živali v Sloveniji slabo financirano z javnimi viri. Analizirani so viri, načini, višina in deleži financiranja društev na tem področju, predvsem prihodki iz javnih sredstev. Društva za zaščito živali potrebujejo finančna sredstva, da se lahko ukvarjajo s preventivo, izobraževanjem, ozaveščanjem, preprečevanjem slabega ravnanja z živalmi in pomočjo zavetiščem za živali. Iz javno dostopnih podatkov so zbrani zneski prihodkov društev glede na vire, predvsem iz javnih sredstev. Za tri raziskovana društva so podrobneje pregledane tudi vsebine projektov na podlagi internih dokumentov, prav tako pa so opravljeni intervjuji. Izkazuje se, da je sofinanciranje društev za zaščito živali iz javnih sredstev minimalno oziroma skoraj neobstoječe. Leta 2023 so vse nevladne organizacije v Sloveniji prejele skupno 617.252.742,97 € javnih sredstev, od tega so društva za zaščito živali prejela 59.356,19 €, kar znaša le 0,0096 %. Področje zaščite živali je iz javnih sredstev minimalno sofinancirano. Zavedanje, da so živali čuteča bitja, je temelj etične družbe, h kateremu veliko prispevajo društva za zaščito živali. Zavedanje dosežemo z izobraževanjem in ozaveščanjem. Za to pa društva potrebujejo stabilno financiranje, predvsem s strani države. Država bi morala tako okrepiti sistemsko podporo, bistveno več vlagati v preventivo in podporo za vse organizacije za zaščito živali, ne samo nevladne.

Title:Methods of financing animal protection societies in Slovenija
Abstract:
Since 2020, the Law of Property Code has explicitly recognized that animals are not mere objects but living, sentient beings. Nevertheless, awareness of their needs remains insufficient, as reflected in numerous cases of abandonment, neglect, and abuse. The thesis examines the assumption that the field of animal protection and welfare in Slovenia is underfunded from public sources. It analyses sources, methods, amounts, and proportions of funding for organizations in this field, with particular attention to revenues from public funds. Animal protection organizations require financial resources to increase awareness, carry out prevention and education, prevent animal abuse, and support animal shelters. The amounts of societies' revenues by source, particularly from public funds, were collected from publicly available data. For the three societies surveyed, the content of their projects was also examined in more detail based on internal documents. Interviews were conducted as well. The findings reveal that the co-financing of animal protection societies from public funds is minimal or almost non-existent. In 2023, all non-governmental organizations in Slovenia received a total of €617,252,742.97 in public funds, of which animal protection societies received only €59,356.19, representing just 0.0096%. Thus, the field of animal protection is only minimally supported through public funding. Awareness that animals are sentient beings forms the foundation of an ethical society, to which animal protection societies make an important contribution. Such understanding is fostered through education and activities that raise awareness. To carry out these activities, societies require stable funding, primarily from the state.
