Abstract
Pandemija COVID-19 je imela pomemben vpliv na delovanje javnega sektorja in državnih organov, med njimi tudi na sodstvo Republike Slovenije. V diplomskem delu je opisan vpliv COVID-19 na Okrožno sodišče v Ljubljani in njegove posledice na celoten sodni sistem. Namen diplomskega dela je predstaviti vpliv COVID-19 na delovanje slovenskega sodstva, prikazati pozitivne posledice (informatizacija sodišč) in negativne posledice (pomanjkanje kadra), ki jih je COVID-19 povzročil, ter predlagati izboljšave in rešitve pri morebitni ponovitvi izredne situacije. Cilj diplomskega dela je analizirati vpliv COVID-19 na sodni sistem in zaposlene na Okrožnem sodišču v Ljubljani ter izpostaviti najpomembnejše spremembe v slovenskem sodstvu, ki so se začele z izbruhom COVID-19. Pri raziskovanju in pisanju diplomskega dela je uporabljena analiza sekundarnih podatkov in internih podatkov Okrožnega sodišča v Ljubljani. Uporabljena je tudi deskriptivna metoda in metoda sinteze, s katero so oblikovane ključne ugotovitve in odgovori na raziskovalna vprašanja. Na podlagi ugotovitev diplomskega dela je možno zaključiti, da je COVID-19 pustil posledice na celotnem javnem sektorju in njegovem delovanju. Ugotovitve kažejo, da je potrebno izboljšanje digitalizacije pravosodnega sistema, prav tako pa tudi večja vključenost izobraževanj za zaposlene, da bi lahko sledili digitalnim rešitvam. Na podlagi tega so v diplomski nalogi predlagane izboljšave v primeru novih izrednih razmer. Spremembe, s katerimi se je sodstvo srečevalo v začetku COVID-19 so prikazale prednosti in tudi pomanjkljivosti v sodstvu Republike Slovenije. COVID-19 je bil izziv, a hkrati tudi priložnost za izboljšanje načina dela.

Title:The impact of COVID -19 pandemic on the functioning of the Slovenian judiciary: selected court case
Abstract:
The COVID-19 pandemic had a significant impact on the functioning of the public sector and state authorities, including the judiciary of the Republic of Slovenia. This thesis describes the impact of the COVID-19 on the District Court in Ljubljana and its consequences for the entire judicial system. The purpose of the thesis is to present the impact of COVID-19 on the operation of the Slovenian judiciary, to illustrate the positive consequences (court informatization) and negative consequences (lack of employees) caused by COVID-19, and to propose improvements and solutions in the case of a potential recurrence of an extraordinary situation. The aim of the thesis is to analyze the impact of COVID-19 on the judicial system and employees at the District Court in Ljubljana and to highlight the most important changes in Slovenian judiciary that began with the outbreak of the COVID-19. Exploration and writing the thesis is based on secondary data analysis and internal data from the District Court in Ljubljana. A descriptive method and a synthesis method have also been used to formulate key findings and answers to research questions. Based on the findings of the thesis, it can be concluded that COVID-19 had an impact on the entire public sector and its functioning. The findings indicate that improvements in the digitalization of the justice system are necessary, as well as greater emphasis on training of employees to enable them to keep up with new digital solutions. On these findings, the tesis suggests measures for improvement in the event of future exceptional conditions. The changes that the judiciary faced at the beginning of the COVID-19 highlighted both the advantages and disadvantages in the judiciary of the Republic of Slovenia. COVID-19 was a challenge, but at the same time an opportunity for improvement in the way of working.
