Abstract
Diplomsko delo obravnava izzive usklajevanja interesov pri prostorskem načrtovanju na primeru Občine Podčetrtek. V teoretičnem delu so predstavljeni glavni pojmi ter pravni okviri urejanja prostora, bistveni prostorski akti (občinski prostorski načrt in občinski podrobni prostorski načrt) ter vloga občinskih organov in deležnikov, ki sodelujejo v postopkih načrtovanja. Raziskovalni del temelji na analizi ankete, ki je bila namenjena prebivalcem občine ter na analizi dveh poglobljenih intervjujev, in sicer z županom ter uradnikom iz Ministrstva za kmetijstvo, gozdarstvo in prehrano. Z raziskavo je bilo ugotovljeno, da se postopki kljub prizadevanjem za usklajevanje različnih interesov pogosto srečujejo z zakonodajnimi in birokratskimi omejitvami, nepregledno komunikacijo ter nezadostnim vključevanjem javnosti v zgodnje faze načrtovanja. Kot primer je bil obravnavan postopek OPPN TRC Vonarsko jezero, ki ponazarja prizadevanja za usklajevanje turističnega razvoja, varstva narave in lokalnih pobud. Ministrstvo v tem kontekstu opozarja na nujnost ohranjanja kmetijskih zemljišč, medtem ko občina izpostavlja težave, povezane z razpršenostjo interesov ter zahtevami različnih soglasodajalcev. V zaključku so predlagani ukrepi za izboljšanje, in sicer zgodnejše vključevanje deležnikov v postopke, uvedba prostorskega mediatorja, okrepljeno sodelovanje med občinami in državnimi institucijami ter vzpostavitev sistema za spremljanje izvajanja prostorskih aktov. Raziskava poudarja potrebo po preglednem, vključujočem in strokovno vodenem prostorskem načrtovanju, ki bi bolje usklajevalo razvojne potrebe z varstvenimi cilji.

Title:Challenges of reconciling interests in spatial planning in a selected municipality
Abstract:
The thesis addresses the challenges of reconciling interests in spatial planning using the Municipality of Podčetrtek as a case study. In the theoretical part, the main concepts and the legal frameworks for spatial management are presented, together with the essential spatial acts (the municipal spatial plan and the municipal detailed spatial plan) and the role of municipal bodies and stakeholders involved in planning procedures. The research part is based on an analysis of a survey conducted among the municipality’s residents and on two in-depth interviews, one with the mayor and one with an official from the Ministry of Agriculture, Forestry and Food. The research revealed that, despite efforts to reconcile diverse interests, procedures often encounter legislative and bureaucratic constraints, non-transparent communication, and insufficient involvement of the public in the early stages of planning. As an example, the procedure for the Municipal Detailed Spatial Plan (OPPN) for the TRC Vonarsko Lake was analyzed, illustrating the efforts to balance tourism development, nature conservation, and local initiatives. In this context, the Ministry emphasized the necessity of preserving agricultural land, while the municipality highlighted difficulties related to the fragmentation of interests and the requirements of various consenting authorities. In conclusion, several improvement measures were proposed, such as earlier involvement of stakeholders in procedures, the introduction of a spatial mediator, enhanced cooperation between municipalities and state institutions, and the establishment of a system for monitoring the implementation of spatial acts.
