Abstract
Magistrsko delo analizira regulatorno okolje ter dostop do finančnih virov, institucionalno podporo, izobraževanja in usposabljanja, dostop do trgov ter mreženje, ki vplivajo na razvoj socialnega podjetništva v Sloveniji, ter preučuje možnosti prenosa dobrih praks iz Združenega kraljestva. Osrednji cilj je identificirati ključne ovire, ki upočasnjujejo razvoj socialnih podjetij, ter predlagati rešitve za izboljšanje podpornega okolja in krepitev vloge socialnega podjetništva v slovenski družbi. Raziskava temelji na pregledu literature s področja socialnega podjetništva, ki zajema regulatorni okvir, finančne vire, institucionalno podporo, družbeno-kulturne dejavnike, izobraževanje, dostop do trgov ter pomen mreženja in partnerstev. Poleg tega raziskava vključuje anketno metodo ter primerjalno analizo sistemov podpore v Sloveniji in Združenem kraljestvu. S kombinacijo teh metod je mogoče celovito oceniti ključne izzive in prepoznati učinkovite ukrepe za spodbujanje razvoja socialnega podjetništva. Ugotovitve kažejo, da socialno podjetništvo v Sloveniji omejujejo razdrobljena podpora, finančne ovire in nizka ozaveščenost javnosti. V Združenem kraljestvu imajo socialna podjetja boljši dostop do financiranja in podpornih programov. Za napredek v Sloveniji so ključni poenostavljen regulatorni okvir, strukturirani finančni mehanizmi in celovita institucionalna podpora. Na podlagi ugotovitev raziskava ponuja priporočila za poenostavitev regulatornega okvira, vzpostavitev učinkovitih finančnih mehanizmov, kot so socialne investicije in davčne olajšave, ter krepitev institucionalne podpore preko mentorstva, mreženja in izobraževanja. Ugotovitve so pomembne za oblikovalce politik in druge deležnike, saj ponujajo konkretne smernice za izboljšanje pogojev delovanja socialnega podjetništva v Sloveniji ter njegovo večjo integracijo v gospodarstvo in družbo.

Title:The impact of regulation and other factors on social enterprise development
Abstract:
The master’s thesis analyses the regulatory environment as well as access to financial resources, institutional support, education and training, market access, and networking that influence the development of social entrepreneurship in Slovenia and examines the potential transfer of good practices from the United Kingdom. The main objective is to identify key barriers slowing down the growth of social enterprises and propose solutions to improve the support environment and strengthen the role of social entrepreneurship in Slovenian society. The research is based on a review of literature in the field of social entrepreneurship, encompassing the regulatory framework, financial resources, institutional support, socio-cultural factors, education, market access, and the importance of networking and partnerships. In addition, the research employs, a survey method, and a comparative analysis of support systems in Slovenia and the United Kingdom. By combining these methods, it is possible to comprehensively assess key challenges and identify effective measures to promote the development of social entrepreneurship. The findings indicate that social entrepreneurship in Slovenia is constrained by fragmented support, financial barriers, and low public awareness. In contrast, social enterprises in the United Kingdom have better access to funding and support programmes. For progress in Slovenia, a simplified regulatory framework, structural financial mechanisms, and comprehensive institutional support are essential. Based on the findings, the research offers recommendations for simplifying the regulatory framework, establishing effective financial mechanisms such as social investments and tax incentives, and strengthening institutional support through mentoring, networking, and education. The findings are relevant for policymakers and other stakeholders, as they provide concrete guidelines for improving the conditions for social entrepreneurship in Slovenia and enhancing its integration into the economy and society.
