Abstract
V Sloveniji se soočamo z razmeroma nizko volilno udeležbo, ki je ključni pokazatelj politične angažiranosti in legitimnosti demokratičnega sistema. Namen diplomskega dela je tako preučiti volilni sistem za volitve v Evropski parlament v Sloveniji in ga primerjati z volilnim sistemom za volitve v Državni zbor ter ugotoviti razlike med njima. Prav tako diplomsko delo analizira, kako se razlikuje volilna udeležba na volitvah v Evropski parlament po državah članicah in kateri dejavniki vplivajo na to, ter predlaga ukrepe, ki bi lahko prispevali k izboljšanju volilne udeležbe. Narejen je pregled sekundarnih virov in analizirana je zakonodaja, ki je obdelana s komparativno in deskriptivno metodo. Prav tako je s pomočjo omenjenih metod narejena analiza volilne udeležbe v državah članicah. Rezultati kažejo, da slovenski volilni sistem za volitve v Evropski parlament kot tudi za volitve v Državni zbor temelji na proporcionalnem sistemu, vendar se med drugim razlikuje v strukturi volilnih enot in vplivu volivcev na izvolitev kandidatov. Ugotavljamo, da se med državami Evropske unije močno razlikuje volilna udeležba na volitvah v Evropski parlament, pri čemer nanjo vplivajo dejavniki, kot so obvezna volilna udeležba, nižja starostna meja pridobitve volilne pravice, možnost glasovanja na daljavo in dolžina članstva v Evropski uniji. Nobeden od teh dejavnikov pa ni ključni dejavnik, ki naj bi neposredno vplival na volilno udeležbo. Diplomsko delo je lahko uporabno za nadaljnje iskanje dejavnikov, ki vplivajo na volilno udeležbo in nadaljnje iskanje rešitev, ki bi povišale volilno udeležbo na volitvah v Evropski parlament.

Title:Analysis of Slovenian voter turnout in European Parliament elections
Abstract:
In Slovenia, we are faced with relatively low voter turnout, which is considered a key indicator of political engagement and the legitimacy of the democratic system. The purpose of this thesis is to examine the electoral system for European Parliament elections in Slovenia and compare it with the electoral system for National Assembly elections, and to identify the differences between them. It also aims to analyze how voter turnout in European Parliament elections differs between member states and what factors influence it, and to propose measures that could contribute to improving voter turnout. The thesis provides an overview of secondary sources and an analysis of legislation using comparative and descriptive methods. These methods are also used to analyze voter turnout in member states. Our results show that the Slovenian electoral system for elections to the European Parliament, as well as for elections to the National Assembly, is based on a proportional system, but differs, among other things, in the structure of electoral units and the influence of voters on the election of candidates. We find that voter turnout in European Parliament elections varies greatly among EU countries, influenced by factors such as compulsory voting, lower voting age, remote voting options, and length of EU membership. However, none of these factors is a key factor that directly influences voter turnout. This thesis can be useful for further research into the factors that influence voter turnout and for finding solutions that would increase voter turnout in European Parliament elections.
