Abstract
Diplomsko delo obravnava komunikacijske digitalne tehnologije in njihov pomen v okviru javnega sektorja, s poudarkom na preučevanju odnosa zaposlenih na Ministrstvu za javno upravo do teh tehnologij. Ministrstvo kot eden osrednjih organov slovenske državne uprave predstavlja ustrezno okolje za analizo, kako se digitalna orodja uporabljajo v vsakodnevni komunikaciji in kako vplivajo na učinkovitost dela. Namen raziskave je bil celostno preučiti komunikacijske temelje digitalnih tehnologij, njihovo vlogo pri spodbujanju timskega dela, vpliv pandemije Covid-19 na njihovo pospešeno uvajanje in pomen teh tehnologij za širšo digitalno preobrazbo javnega sektorja. V empiričnem delu smo uporabili kvantitativno raziskovalno metodo, ki omogoča objektivno in sistematično zbiranje podatkov. S pomočjo anonimnega spletnega vprašalnika smo oblikovali kazalnike za merjenje odnosa do digitalnih komunikacijskih tehnologij ter analizirali njihove prednosti in slabosti v praksi. Rezultati kažejo, da mlajši zaposleni izkazujejo večjo samozavest in samostojnost pri uporabi digitalnih orodij kot starejši. Čeprav je splošen odnos zaposlenih pozitiven, obstajajo možnosti za izboljšave, zlasti na področju razvoja uporabniku prijaznih rešitev in krepitve digitalnih kompetenc. Prispevek dela se kaže predvsem v prepoznavanju potreb po izboljšanju uporabniške izkušnje na področju uporabe komunikacijskih digitalnih tehnologij in v poudarjanju pomena razvoja rešitev, usmerjenih k uporabniku. Rezultati raziskave opozarjajo na nujnost prilagajanja digitalnih orodij tudi starejšim uporabnikom, ki se pri njihovi uporabi pogosteje soočajo z izzivi kot mlajše generacije. Poleg tega delo izpostavlja ključni pomen nadaljnje digitalne preobrazbe javnega sektorja, ki je bistvena za zagotavljanje dostopnih, učinkovitih in vključujočih storitev za vse državljane.

Title:Analysis of the use of digital communication technologies at the Ministry of Public Administration
Abstract:
This thesis examines digital communication technologies and their relevance within the public sector, with a particular focus on the attitudes of employees at the Ministry of Public Administration, one of the central institutions of Slovenia’s state administration. The research aims to explore the communicative foundations of digital technologies, their role in enhancing teamwork, the impact of the Covid-19 pandemic on their accelerated adoption, and their contribution to the broader digital transformation of public services. The empirical part of the study employs a quantitative research method, enabling objective, systematic, and numerical data collection. An anonymous online questionnaire was used to develop indicators for measuring attitudes towards digital communication tools and to assess their practical advantages and limitations. The findings indicate that younger employees tend to be more confident and independent in using digital tools compared to older colleagues. Although the overall perception of digital technologies is positive and most employees express satisfaction with the available tools, the study identifies significant opportunities for improvement, particularly in the development of user-friendly solutions and the strengthening of digital competencies. The thesis contributes by highlighting the need to improve user experience and by emphasising the importance of designing user-centred digital solutions. It also stresses the necessity of adapting tools to meet the needs of older users, who more frequently encounter challenges. Ultimately, the research underscores the critical role of continued digital transformation in the public sector, which is essential for delivering accessible, efficient, and inclusive services to all citizens.
