Abstract
Reforma javne uprave je stalen in kontinuiran proces, ki poteka tako v članicah Evropske unije kot tudi v državah Srednje in Vzhodne Evrope. V procesu vključevanja Slovenije v Evropsko unijo je vloga javne uprave še posebej pomembna, saj mora Slovenija pred vključitvijo v mednarodno integracijo kot je Evropska unija razviti in prilagoditi upravne sisteme do temere, da bodo sposobni delovati v okviru evropskih upravnih integracij. V tem smislu je reforma sistema javnih uslužbencev videna kot temeljna administrativna reforma. Sistem javnih uslužbencev je od osamosvojitve doživelže toliko popravkov in posegov, ki pa so pripomogli le k večji nepreglednosti in neučinkovitosti. Reforma sistema javnih uslužbencev je že odzačetka tesno povezana z integracijo v Evropsko unijo in je tudi eden temeljnih ciljev v strategiji Vlade Republike Slovenije. V prispevku bomo zatoglavni poudarek namenili odgovoru na vprašanje, kako se reforma sistema javnih uslužbencev in proces vključevanja v Evropsko unijo povezujeta v Sloveniji in ali bo Slovenija po vstopu v Evropsko unijo imela "evropski" sistem javnih uslužbencev. V skladu s tem bi proces vključevanja v Evropsko unijo in zahteve le-te veljalo izkoristiti za izgradnjo sodobnega in učinkovitega sistema javnih uslužbencev.

Abstract:
The public administration reform is an on going process taking place in the EUmember countries as well as in the CEE region countries. It should be handled in single segments of improvement and not in all aspects. The reform is a necessary consequence of the fast social development, globalisation and association into the international integrations. In this context, the state isgaining a new position, where the regulative and partners` roles are replacing the regulative one. Especially countries in the transition are entering the international integration processes and they must achieve a certain level of development and abilities of qualitative and effective co-operation with other countries and international community. The role of public administration is very important in the process of the Slovenian accession to the EU because we need to develop and adapt the administration systems to the point that they will be able to work in the framework of European administration integration. In this sense, the civil servants reform is a crucial part of administrative reform. The reform has experienced far toomuch corrections and interventions with the main effect of higher inefficiency and lack of clearness. Civil servants system reform was from the beginning closely connected with integration to the EU, being one of the main goals of the Slovenian Government strategy. The main aim of the paper is to answer how the civil servant reform and the process of accession to the EU arelinked, and whether Slovenia will adopt the "European" civil servants system after entering the EU. Regardless the European dimension of this question, it is necessary to emphasize the component of the country's own demands. In accordance with this, the process of accession should be taken in account for rebuilding a modern and successful civil servants system.
