Abstract
Brexit and its impacts have been discussed by scholars of International Relations in many aspects, especially concerning the British identity and the change of Britain’s place in the world. The Tories had promised a new era of Global Britain but it seems that domestically there is rather growing division on the United Kingdom’s (UK) place in the world. This Master’s Thesis applies Role Theory as introduced by Holsti in order to analyse the UK’s foreign policy roles after Brexit. Using the method of narrative analysis the following research question is answered: How do external, structural conditions and domestic expectations shape the UK’s foreign policy role(s) post-Brexit? In including both outside-prescriptions by the US and the EU as well as the UK’s own self-perceptions, the Agent-Structure problem of Foreign Policy is tackled from a new perspective within Role Theory in empirical cases of UL’s positioning after three external shocks, i.e. Brexit, wars in Ukraine and in Gaza. The analysis finds that there are mismatches between external prescriptions of UK’s role and Westminster’s own conceptions. In terms of domestic contestation, it becomes clear that the devolved nations are divided over the handling of Brexit but come together after the external factor of the Russian invasion of Ukraine. A third shock to the system – the war in Gaza – again causes contestation. The devolved nations speak with one voice to counter Westminster’s stance on foreign policy. These findings offer a comprehensive picture of the UK’s foreign policy roles after Brexit to answer the questions whether it is indeed a Global Britain or rather a Divided Kingdom.

Title:Globalna Britanija ali razdeljeno kraljestvo?: zunanjepolitična vloga Združenega kraljestva po brexitu in po vojnah v Ukrajini in Gazi : magistrsko delo
Abstract:
Brexit in njegove posledice proučevalci Mednarodnih odnosov obravnavajo z veliko vidikov, predvsem pa v povezavi z britansko identiteto in spremembo položaja Združenega kraljestva (ZK)v svetu. Konservativci so obljubili novo obdobje »Globalne Britanije«, vendar se zdi, da na ravni domačega okolja države obstaja vse večja razdeljenost glede položaja ZK v svetu. V magistrski nalogi za analizo vloge zunanje politike Združenega kraljestva po brexitu uporabim teorijo vlog, ki jo je uvedel Holsti. Z uporabo metode narativne analize odgovarjam na naslednje raziskovalno vprašanje: Kako zunanje, strukturne razmere in domača pričakovanja oblikujejo zunanjepolitično(-e) vlogo(-e) Velike Britanije po brexitu? Teorija vlog omogoča obravnavo problema agent-struktura v kontekstu zunanje politike iz nove perspektive, in sicer z vključitvijo predpisanih vlog s strani zunanjih akterjev, tj. ZDA in EU, ter lastnih samopercepcij ZK v empirični analizi pozicioniranja ZK po treh zunanjih šokov, tj. brexita ter vojn v Ukrajini in v Gazi. Ugotavljam, da obstajajo neskladja med zunanje predpisanimi vlogami ZK in lastnimi percepcijami Westminstra. Glede notranjega spodbijanja vlog je jasno, da so dežele razdeljene glede obravnave brexita, vendar se v percepciji uskladijo po zunanjem dejavniku ruske invazije na Ukrajino. Tretji sistemski šok – vojna v Gazi – ponovno povzroči notranje spodbijanje zunanjepolitične vloge ZK, ker se dežele enoglasno uprejo samopercepciji vlade ZK. Magistrsko delo ponuja celovito obravnavo zunanjepolitičnih vlog ZK po brexitu in odgovori na vprašanje, v kolikšni meri gre za Globalno Britanijo in v kolikšni za razdeljeno kraljestvo.
