Abstract
Diplomsko delo z naslovom “Analiza in možnosti uporabe robotske procesne avtomatizacije v upravnih enotah v Sloveniji” raziskuje možnosti in omejitve uporabe robotske procesne avtomatizacije(RPA) kot orodja za avtomatizacijo administrativnih nalog v upravnih enotah. Upravne enote opravljajo različne vrste dejavnosti: nekatere so upravni postopki, ki vodijo do odločitev o pravicah, obveznostih ali pravnih koristih posameznika s področja upravnega prava, druge pa so administrativno-tehnična dela, kot so vpisovanje ali prenos podatkov v evidence. V delu so predstavljeni temeljni koncepti RPA, merila za izbiro postopkov za avtomatizacijo ter pričakovane koristi in temeljna tveganja uvedbe avtomatizacije. V praktičnem delu je bil razvit RPA robot, ki avtomatizira preverjanje popolnosti dokumentov in avtomatsko pošiljanje obvestil strankam, izvedena pa je tudi anketna raziskava med zaposlenimi v upravnih enotah. Rezultati kažejo, da RPA prispeva k večji učinkovitosti in natančnosti pri administrativnih nalogah, hkrati pa poudarjajo potrebo po previdnem izboru postopkov za avtomatizacijo, prilagoditvi informacijskih sistemov, uvedbi sledljivosti aktivnosti in zagotovljenem človeškem nadzoru tam, kjer to vpliva na pravice posameznikov. Prispevek dela je v sistematični analizi kriterijev za izbiro kandidatnih nalog za avtomatizacijo ter v praktičnih priporočilih za varno in uspešno vpeljavo RPA v upravne enote.

Title:Analysis and potential of applications of RPA in deconcentrated government agencies in Slovenia
Abstract:
The thesis entitled “Analysis and Possibilities of Using Robotic Process Automation in Agencies in Slovenia” explores the opportunities and limitations of applying Robotic Process Automation (RPA) as a tool for automating administrative tasks in agencies. Agencies perform different types of activities: some are administrative procedures leading to decisions on the rights or obligations of individuals, while others are administrative-technical tasks, such as entering or transferring data into registers. The thesis presents the fundamentals of RPA, criteria for selecting processes suitable for automation, as well as the expected benefits and main risks of introducing automation. In the practical part, an RPA robot was developed that automates the verification of the formal completeness of documents and the automatic sending of notifications to clients, and a survey was conducted among employees in agencies. The results show that RPA contributes to greater efficiency and accuracy in routine tasks, while also emphasizing the need for careful process selection, adaptation of information systems, introduction of activity traceability, and ensuring human oversight where individual rights are affected. The contribution of the thesis lies in the systematic analysis of criteria for selecting candidate tasks for automation and in practical recommendations for the safe and effective implementation of RPA in agencies.
