The thesis addresses the lack of a unified and user-friendly tool for measuring the digital maturity of Slovenian municipalities. The focus is on developing a methodological framework and an online platform that enables assessment and visualization of digital transformation at the local level. The aim of the research was to define indicators aligned with national strategies and to develop a practical web-based solution for monitoring progress.
The research approach is based on the analysis of European and national strategies (Digital Slovenia 2030, Digital Compass), existing indices (DESI, LORDIMAS), and the formulation of five thematic indicator groups. The development of the platform was based on open-source technologies and includes an interactive map, municipality overview, comparative displays, and a data input system.
The results of the research confirm that the digital maturity of municipalities can be effectively measured using a combination of value-based and self-evaluation indicators. The web solution provides a clear presentation of data, supports municipality comparisons, and is prepared for further development.
The research contributes to the standardization of digital maturity monitoring at the local level and strengthens data-driven decision-making. The platform is directly applicable in practice, for municipalities, public administration, and research institutions and has the potential for adaptation in other European contexts. Suggested upgrades include time-based data analysis and integration with additional data sources.
