Abstract
Magistrsko diplomsko delo obravnava pravne izzive pri zaposlovanju v javnem zdravstvenem zavodu, s poudarkom na pogojih za zasedbo delovnih mest. Zaposlovanje v javnem zdravstvu je med drugim zapleteno zaradi številnih zavezujočih pravnih podlag in navodil pristojnih organov, dodatno pa ga otežujejo tudi razmere na trgu dela, pomanjkanje zdravstvenega osebja in splošno nezadovoljstvo zaposlenih v javnem sektorju. V magistrskem diplomskem delu so predstavljene pravne podlage za zaposlovanje v javnem zdravstvenem zavodu in njihove pomanjkljivosti, pogoji za zasedbo delovnih mest in posledice ob njihovih kršitvah ter izbrani izzivi s pogoji za zasedbo delovnih mest, s katerimi se srečujejo v UKC Ljubljana. Namen naloge je izpostaviti ključne pravne težave, s katerimi se delodajalci v javnem zdravstvu soočajo pri iskanju ustreznih delavcev, in s tem prispevati k boljšemu razumevanju pravnega okvira in pripravi sistemskih izboljšav.

Title:Challenges of employment in public healthcare institutions
Abstract:
The master's thesis explores the legal challenges of employment in a public healthcare institution, with a focus on job requirements. Employment in the public healthcare sector is particularly complex due to numerous binding legal provisions and directives issued by competent authorities, and is further complicated by labor market conditions, a shortage of healthcare personnel, and general dissatisfaction among public sector employees. The thesis examines the legal framework for employment in public healthcare institutions and its shortcomings, job requirements and the consequences of violating them, as well as selected challenges related to employment requirements faced by the University Medical Centre Ljubljana. The purpose of the thesis is to highlight key legal issues encountered by employers in the public healthcare sector when recruiting suitable staff, thereby contributing to a better understanding of the legal framework and supporting the development of systemic improvements.
