Abstract
Diplomsko delo obravnava zakonske vidike projektiranja, vgradnje ter uporabe rezervnih napajalnih sistemov (RNS), ki vključujejo dizelske električne agregate (DEA), brez-prekinjene napajalnike (UPS) in baterijske hranilnike. Namen raziskave je sistematično analizirati, kateri zakoni, pravilniki in tehnični standardi urejajo uporabo takšnih sistemov v Sloveniji, in kako jih morajo spoštovati projektanti, izvajalci in končni uporabniki. V uvodu naloga predstavi osnovno razvrstitev RNS glede na tip napajanja, čas preklopa in način delovanja. Sledijo izvlečki zakonov, predpisov in standardov, ki se direktno ali indirektno ukvarjajo z rezervnimi napajalnimi sistemi. V empiričnem delu so predstavljeni konkretni primeri uporabe RNS, kjer so analizirane tehnične rešitve in preverjena skladnost z zakonodajo.

Title:Technical aspects and legal framework for the connection of backup power systems
Abstract:
The thesis deals with the legal aspects of designing, installing and using backup power systems, which include diesel generators (DG), uninterruptible power supplies (UPS) and battery storage systems. The purpose of the research is to systematically analyse which laws, regulations and technical standards regulate the use of such systems in Slovenia, and how they must be respected by designers, contractors and end users. In the introduction, the thesis presents the basic classification of backup power systems according to the type of power supply, switching time and mode of operation. This is followed by extracts from laws, regulations and standards that directly or indirectly deal with backup power systems. In the empirical part, specific examples of backup power systems se are presented, where technical solutions are analysed and compliance with legislation is verified.
