Abstract
S priključitvijo Evropski uniji je Slovenija postala upravičenka do sredstev evropskih skladov. Med najpomembnejšimi so Kohezijski sklad, Evropski sklad za regionalni razvoj in Evropski kmetijski sklad za razvoj podeželja. Najpomembnejši cilj, h kateremu je usmerjeno delovanje skladov, je zmanjševanje razvojnih razlik med regijami. Upravičenke do teh sredstev so tudi občine, vendar pot do pridobitve evropskih sredstev ni tako preprosta. Na izbranem vzorcu slovenskih občin smo s pomočjo pregleda finančnih podatkov in družboslovnih intervjujev preverili, kako uspešne so občine pri črpanju evropskih sredstev ter identificirali dejavnike, ki vplivajo na uspešnost črpanja evropskih sredstev. Zanimalo nas je tudi, ali na uspešnost črpanja vpliva kadrovska podhranjenost ter sodelovanje med občinami. Opazimo lahko, da med občinami prihaja do razlik. Občine so bile najbolj uspešne in so prejele največ sredstev pri skupnih projektih, ki so jih izvedle skupaj z ostalimi občinami pri projektih s področja oskrbe z vodo, ki bi jih občine same težko izvedle. Ključni element na vseh področjih so zaposleni in njihova strokovnost ter zavzetost. Z izkušnjami so na občinah pri pridobivanju evropskih sredstev spoznali pasti in se naučili izkoristiti prednosti. Brez evropskih sredstev ne bi mogli izvesti marsikaterega od izvedenih projektov.

Title:
The issue of using European funds in Slovenian municipalities
Abstract:
Slovenia became eligible for European funds by joining the European Union. Among the most important are the Cohesion Fund, the European Regional Development Fund and the European Agricultural Fund for Rural Development. The most important goal towards which the funds are directed is the reduction of development disparities between regions. Municipalities are also eligible for these funds but the path to receiving these European funds is not so simple. On a selected sample of Slovenian municipalites we examined how successful they are in using European funds and tried to identified factors that have influence on success of using European funds. We received data for analysis by using a review of financial data and social science interviews. We were also interested whether the success is affected by staff shortages and cooperation between municipalities. We can notice that there are differences between municipalities. The most successful and the bigest funds were in joint projects with other municipalities in projects of water supply. This are also projects which municipalities would not be able to implement by itself. The key are employees and their professionalism and commitment. Through experience they have learned about problems and about taking advantages, since they would not have been able to implement such projects without EU funds.
