Abstract
Magistrsko delo obravnava diplomatski protokol kot mehanizem izražanja institucionalne identitete, politične legitimnosti in simbolne moči, ki presega zgolj niz formalnih pravil za urejanje odnosov med akterji v mednarodni skupnosti. Protokol ima osrednjo vlogo znotraj parlamentarne diplomacije, s pomočjo katerega se parlamenti uveljavljajo kot suvereni in legitimni akterji v mednarodnih odnosih. V magistrskem delu bomo zato znotraj parlamentarne diplomacije proučevali značilnosti protokolarnih pravil Državnega zbora Republike Slovenije in Evropskega parlamenta, pri čemer nas bo posebej zanimalo kako se preko uradnih in delovnih obiskov predsednikov obeh institucij izražajo njune vrednote in institucionalna identiteta. Poudarek primerjalne analize je na prepletenosti nacionalnih in nadnacionalnih protokolarnih elementov in kako se v protokolarni praksi kaže edinstvena institucionalna narava Evropskega parlamenta kot sui generis akterja.

Title:Protocol rules of the National Assembly of Republic of Slovenia and the European parliament
Abstract:
The master thesis addresses diplomatic protocol as a mechanism for expressing institutional identity, political legitimacy and symbolic power, which goes beyond a mere set of formal rules for regulating relations between actors in the international community. Diplomatic protocol plays a central role within parliamentary diplomacy, through which parliaments assert themselves as sovereign and legitimate actors in international relations. In the master thesis we will therefore study the characteristics of protocol rules of the National Assembly of the Republic of Slovenia and the European parliament with a particular interest in how their values and institutional identity are expressed through official and work visits of their presidents. The comparative analysis focuses on the intertwining of national and supranational protocol elements and how the unique institutional nature of the European parliament as sui generis actor is reflected in its protocol practice.
