Abstract
Magistrska naloga obravnava trajnostni menedžment človeških virov (TMČV) kot sodoben in celosten pristop k upravljanju zaposlenih, ki presega tradicionalne modele, osredotočene predvsem na učinkovitost in administracijo. V javnem sektorju – še posebej na področju kulture – se kaže, da klasične kadrovske prakse ne zadoščajo več za izzive, kot so visoka fluktuacija, omejene možnosti razvoja in prenosa znanja ter pomanjkanje notranje motivacije. Na primeru Mednarodnega grafičnega likovnega centra (MGLC) raziskava analizira vpliv TMČV na zadovoljstvo, pripadnost in dolgoročno stabilnost zaposlenih. Uporabljene so bile kvalitativne in kvantitativne metode (analiza dokumentov, vprašalnik, intervju). Na podlagi analize stanja in teoretičnih okvirov (model ROC, teorija samodoločanja) avtor oblikuje predlog trajnostne kadrovske strategije z ukrepi za spoštovanje, odprtost in kontinuiteto, ki so prilagojeni realnim zmožnostim organizacije. Strategija vključuje fazni načrt uvedbe in predlog kazalnikov za spremljanje učinkov. Delo prispeva k prenovi kadrovske politike MGLC in širšemu razumevanju TMČV v slovenskem javnem sektorju, z jasnim poudarkom na etičnem in vključujočem vodenju kot ključu za dolgoročno uspešnost.

Title:Sustainable human resource management in the case of the International Centre of Graphic Arts
Abstract:
This master’s thesis examines sustainable human resource management (SHRM) as a modern and holistic approach to employee management that goes beyond traditional models focused mainly on efficiency and administration. In the public sector—particularly in the field of culture—it is increasingly evident that conventional HR practices are no longer sufficient to address challenges such as high staff turnover, limited opportunities for development and knowledge transfer, and a lack of intrinsic motivation. Using the case study of the International Centre of Graphic Arts (MGLC), the research explores how SHRM affects employee satisfaction, commitment, and long-term organizational stability. The study employs both qualitative and quantitative methods (document analysis, employee survey, and an interview with management). Based on the analysis of the current situation and key theoretical frameworks (the ROC model and self-determination theory), the author proposes a sustainable HR strategy with measures addressing respect, openness, and continuity, tailored to the institution’s actual capacities. The strategy includes a phased implementation plan and suggested indicators for monitoring impact. The thesis contributes to the renewal of MGLC’s HR policy and to a broader understanding of SHRM in the Slovenian public sector, with a strong emphasis on ethical and inclusive leadership as a key to long-term organizational success.
