The master’s thesis analysed the legislation on the identification of undeveloped building land and its classification and recording in development stages as part of the establishment of the Register of building land. A methodology for recording was developed on the basis of Regulation on development stages of undeveloped building land (2024) and the Regulation on the criteria for determining the utility equipment design of undeveloped built land (2024), which define the criteria for classifying the development stages of undeveloped building land and for determining the utility equipment design. The working method is based on the use of geoinformation tools. The developed methodology for determining undeveloped building land units and their classification into development stages was tested in five areas of the Municipality of Šmarje pri Jelšah. Based on the results obtained, we have formulated proposals for optimising the processes of identifying undeveloped building land units and its classification into development stages.
