Abstract
Diplomsko delo obravnava analizo čakalnih dob v zdravstvu v Sloveniji, pri čemer raziskuje vzroke za njihov nastanek in ukrepe, ki so bili sprejeti za njihovo zmanjšanje. Ugotavlja se, da so čakalne dobe predvsem posledica neravnovesja med povpraševanjem in ponudbo zdravstvenih storitev, ki se z leti stalno povečuje. Namen naloge je raziskati ključne razloge za pojav čakalnih dob in opraviti analizo ukrepov za skrajšanje čakalnih dob. Raziskava temelji na analizi primarnih virov, pregledu zakonodaje, analizi sekundarnih virov in izvedbi intervjujev z deležniki. Uporabljena je bila metoda statistične analize, s katero je bilo mogoče preučiti stanje čakalnih dob. Omejitve raziskave so predvsem v pomanjkanju popolnih in dostopnih podatkov. Ugotovitve kažejo, da kljub sprejetim ukrepom čakalne dobe ostajajo pomemben izziv. Nekateri ukrepi, kot je povečanje števila specializacij, še ne prinašajo vidnih rezultatov, saj so za oceno njihovega vpliva potrebni daljši časovni okviri. Pri najbolj obremenjenih zdravstvenih storitvah se čakalne dobe ne krajšajo, temveč se podaljšujejo, kar kaže na vztrajanje sistemskih težav. Analiza ukrepov za skrajšanje čakalnih dob predstavlja pomemben prispevek k razumevanju delovanja slovenskega zdravstvenega sistema in dopolnjuje obstoječo literaturo na področju ukrepov za skrajšanje čakalnih dob v Sloveniji. Nova spoznanja prispevajo k boljšemu razumevanju kompleksnosti problema čakalnih dob. Uporaba teh spoznanj v praksi lahko pomembno vpliva na doseg boljše dostopnosti in učinkovitosti zdravstvene oskrbe.

Title:Analysis of measures to reduce waiting times in healthcare
Abstract:
The thesis analyses waiting times in healthcare in Slovenia, researching the reasons for their emergence and the measures taken to reduce them. It has been found that waiting times are mainly caused by an imbalance between the supply and demand of healthcare services, which has been steadily increasing over time. The purpose of this thesis is to examine the main causes behind the occurrence of waiting times and to analyse the measures implemented to reduce them. The research is based on the analysis of primary sources, a review of legislation, examination of secondary sources, and interviews with relevant people. A statistical analysis method was used to assess the current state of waiting times. The main limitations of the research stem from the lack of complete and publicly accessible data. Findings show that, despite the measures taken, waiting times remain a significant challenge. Some measures, such as increasing the number of specializations, have not yet shown visible results, as longer timeframes are needed to properly assess their impact. In the case of the most burdened healthcare services, waiting times are not decreasing but continue to increase, indicating the persistence of systemic issues. The analysis of measures aimed to reduce waiting times contributes to a better understanding of how the Slovenian healthcare system operates and complements the existing literature on this topic. New insights contribute to a better understanding of the complexity of waiting time issues. Applying them in practice could significantly improve the accessibility and efficiency of healthcare services.
