Simulacije razvoja Četrtne skupnosti Golovec v skladu s konceptom 15-minutnega mesta

Magistrsko delo se ukvarja s konceptom 15-minutnega mesta (15MM), katerega avtor je francosko-kolumbijski profesor Carlos Moreno. Osnovno načelo koncepta je, da bi vsak prebivalec mesta moral imeti dostop do osnovnih storitev oz. aktivnosti – kot so delo, izobraževanje, zdravstvo, trgovine, rekreacijske površine ter kulturne in družbene dejavnosti – v največ petnajstih minutah hoje ali kolesarjenja od svojega doma. Glavni cilj magistrske naloge je podrobnejša predstavitev ideje 15MM ter raziskati možnosti njene uporabe v postopku prostorskega načrtovanja. To je narejeno v obliki simulacij razvoja Četrtne skupnosti Golovec. V teoretičnem delu naloge podrobneje predstavim koncept 15-minutnega mesta, vključno z njegovimi pozitivnimi učinki in kritiko. Sledi pregled nekaterih praks implementacije koncepta v mestih po svetu. Analitični del naloge je sestavljen iz dveh faz – prva obsega pregled relevantnih dejavnosti na območju obravnave, Četrtni skupnosti Golovec MOL, druga pa je analiza dostopnosti, v kateri na podlagi pridobljenih podatkov ocenim, v kolikšni meri območje ustreza merilom 15-minutnega mesta. Projektni del obsega koncept prostorskega razvoja ČS Golovec in simulacije različnih variant razvoja. Prvi del projekta zajema načrte različnih variant zazidav na manjšem območju, ki služi kot osnovna enota oz. modul za izračun urbanističnih faktorjev na večjem območju. Drugi del projektnega dela so variante razvoja ČS Golovec, torej različne kombinacije osnovnih enot, prilagojene večjemu območju, s ciljem optimizacije prostorske razporeditve dejavnosti v skladu s konceptom 15-minutnega mesta. V sklepnem delu predlagam najustreznejšo varianto, ki primerno ustreza konceptu ter omogoča najboljše pogoje za novo in obstoječe prebivalstvo.

• Title: Simulations of Development of the Golovec Local Community in Line With the 15-Minute City Concept

Abstract

The Master's thesis focuses on the concept of the 15-minute city (15MC), developed by the French-Colombian professor Carlos Moreno. The basic principle of the concept is that every city dweller should have access to basic services or activities - such as work, education, health, shops, recreational areas and cultural and social activities - within a maximum of 15 minutes walking or cycling distance from their home. The main objective of the Master's thesis is to present the idea of 15MC in more detail and to explore the possibilities of its application in the spatial planning process. This is done by simulating the development of the Golovec Local Community. In the theoretical part of the thesis, I present the concept of the 15-minute city in more detail, including its positive effects and criticisms. This is followed by an overview of some of the practices of implementing the concept in cities around the world. The analytical part of the thesis consists of two phases - the first is an overview of relevant activities in the study area, and the second is an accessibility analysis, in which I assess, based on the data obtained, to what extent the area meets the criteria of a 15-minute city. The project includes a concept for the spatial development of the Golovec local community and simulations of different development options. The first part of the project includes plans of different development variants in a smaller area, which serves as a basic unit or module for the calculation of urban factors in a larger area. The second part of the project consists of development scenarios for the Golovec local community, i.e. different combinations of basic units adapted to the larger area, with the aim of optimising the spatial distribution of activities according to the concept of a 15-minute city. In conclusion, I propose the most appropriate option that is in line with the concept and provides the best conditions for the new and existing population.
