Abstract
Uvod: Zavedanje o pozitivnih dejavnikih staranja in razvijanje zdravega staranja se je povečalo in s tem prineslo spremembe glede zagotavljanja kakovostnega življenja starejših. A prihajajo vedno novi izzivi glede zadovoljevanja potreb starejših, na katere vplivajo tudi nepredvidljive izredne razmere. Namen: Namen raziskave je bil ugotoviti okoliščine za življenje starejših v občini Škofja Loka, s poudarkom na spremembah, ki so se zgodile v obdobju 2019–2023, in izzivih, ki sta jih prinesla COVID-19 in poplave v letu 2023. Metode dela: Uporabljena je bila kombinacija različnih tehnik, in sicer pregled literature, analiza dokumentov in intervjujev. Za zbiranje podatkov smo uporabili polstrukturirane ekspertne intervjuje. Pri izvedbi intervjuja so nam bila v pomoč glavna vprašanja odprtega tipa. V raziskavi je sodelovalo 12 posameznikov z določenimi družbenimi funkcijami na področju skrbi za starejše. Za analizo intervjujev smo uporabili kvalitativno analizo vsebine. Rezultati: Skozi kvalitativno analizo vsebine intervjujev smo izoblikovali štiri teme: življenje starejših v občini, aktivno staranje in dostopnost do storitev, socialno-zdravstvene razmere in delovanje ostalih akterjev ter izredne razmere: COVID-19 in poplave 2023. Posamezniki, ki so sodelovali v raziskavi, so nam predstavili življenje in potrebe starejših v občini, njihovo delovanje za zagotavljanje aktivnega staranja ter potrebe starejših in delovanje akterjev v izrednih razmerah. Predstavili so nam tudi spremembe, ki so se zgodile v obdobju 2019–2023. Razprava in zaključek: Razmere za življenje starejših v občini Škofja Loka so na splošno dobre. Kar nekaj segmentov skrbi za starejše se je izboljšalo v primerjavi z letom 2019, določeni pa še vedno ostajajo nerešljivi. Še vedno se kažejo potrebe po ureditvi bivanjskih razmer, okrepitvi socialnih storitev in preventivne zdravstvene dejavnosti. Veliko je bilo narejenega na informiranosti, e-opismenjevanju in javnih prevozih, a se kažejo potrebe po še nadaljnjem izboljšanju. Izredne razmere so pokazale ranljivost starejših ter potrebo po prenovi načrtov reševanja in organiziranja skupnih simulacijskih vaj vseh deležnikov.

Title:Re-evaluation of care for the health of the elderly and changes in the period 2019–2023 in the municipality of Skofja Loka : master thesis
Abstract:
Introduction: Awareness of the positive aspects of aging and the promotion of healthy aging has increased, bringing changes in ensuring the quality of life for older adults. However, new challenges continue to emerge regarding the needs of older individuals, influenced also by unpredictable emergencies. Purpose: The aim of the study was to assess the circumstances of life for older adults in the municipality of Škofja Loka, with an emphasis on changes that occurred between 2019 and 2023, as well as the challenges posed by COVID-19 and the 2023 floods. Methods: A combination of various techniques was used, including a literature review, document analysis, and interviews. Semi-structured expert interviews were conducted to collect data. The main open-ended questions were used to guide the interviews. Twelve individuals with specific social roles in elderly care participated in the study. A qualitative content analysis was applied to the interview data. Results: Through qualitative content analysis of the interviews, four main themes emerged: life for older adults in the municipality, active aging and access to services, social and health conditions, and the role of other stakeholders during disasters: COVID-19 and the 2023 floods. Participants shared insights into the life and needs of older adults in the municipality, efforts to ensure active aging, and the role of stakeholders during disasters. They also described changes that occurred between 2019 and 2023. Discussion and conclusion: The living conditions for older adults in the municipality of Škofja Loka are generally good. Several aspects of elderly care have improved compared to 2019, though certain issues remain unresolved. There is still a need to address housing conditions, strengthen social services, and improve preventive health activities. Significant progress has been made in raising awareness, e-literacy, and public transportation, but further improvements are needed. Disasters have highlighted the vulnerability of older adults and the need for an update to emergency response plans and the organization of joint simulation exercises involving all stakeholders.
