Abstract
Raziskovalno delo preučuje pravne, organizacijske in karierne vidike napredovanj medicinskih sester v Sloveniji. Osredotoča se na analizo zakonodaje, kot sta Uredba o napredovanju javnih uslužbencev v plačne razrede in Zakon o zdravstveni dejavnosti, ter na druge podatke, ki so ključni za razumevanje napredovanj medicinskih sester v javnem sektorju. Pri raziskavi je bila uporabljena metoda analize sekundarnih virov, ki relevantnih rezultatov raziskave. Opisana metoda je uporabljena za predstavitev temeljnih pojmov s področja javnega sektorja in dela medicinskih sester. Povzete so ključne lastnosti podatkov z namenom celovitega okvira raziskave, v katerem je poudarjena pravna veljavnost zakonodaje v zvezi z napredovanjem medicinskih sester. Raziskovalno delo izpostavlja kompleksnost in specifičnost poklica medicinske sestre in delovne pogoje za ta poklic. Rezultati kažejo, da je napredovanje v zdravstveni negi temelji po sistemu ocenjevanja, pri čemer pa avtomatizirani plačni razredi ne omogočajo neposredne povezave med profesionalnim razvojem medicinskih sester in njihovim napredovanjem. Ugotovljeno je bilo, da so predvsem delovni pogoji bolj odločilni dejavniki pri ohranjanju kadra v zdravstvenem sistemu kot sama možnost napredovanja. Raziskovalno delo izpostavlja potrebo po izboljšanju plačnega sistema, kar pa predstavlja dolgotrajen proces.

Title:Specifics of promotion of nurses in the public sector
Abstract:
The research explores the legal, organizational and career aspects of the promotion of nurses in Slovenia. It focuses on relevant legal sources, such as the Regulation on the promotion of public employees to salary grades and the health service act, as well as other accessible data based on the research topic. The method of secondary sources was used, based on systematic review and analysis of relevant research results. The described method is used to present the basic concepts in the field of the public sector and nursing. The key data characteristics are summarized to provide a comprehensive research framework, highlighting the legal validity of legislation regarding the promotion of nurses. The research emphasizes the complexity and specificity of the nursing profession and its working conditions. Findings show that promotion within the public sectors pay scale is automated and the professional growth improvements contribute to better and higher-quality healthcare but do not accelerate promotion. Additionally, the promotion of nurses does not significantly differ from other professions within public sector, with notable changes primarily observed in working conditions. The research concludes by emphasizing the need for an improved pay system in Slovenia, with represents as long-term process.
