The quality of physical education (PE) relies on several key factors: adequate facilities and equipment, qualified and competent teachers, time allocated to PE lessons, additional sports programmes and implementation of schools' annual work plans. This research aimed to assess the current state of selected objective indicators of quality PE and other sports programmes in primary schools in Ljubljana. Data were collected through public databases, schools' document analysis, and interviews with PE teachers and employees from the Municipality of Ljubljana's Sports Department.
Our findings indicate that the number of available facilities is insufficient for the number of classes, leading schools to manage the shortage in various ways, some more appropriate than others. Teachers report that sports halls are inadequate, although outdoor sports areas and equipment are generally in better condition than indoor facilities. Not only qualified and competent staff teach throughout the compulsory and extended curriculum, even though the number of PE teachers teaching students from 1st to 5th grade has increased compared to studies conducted in previous years. Primary schools in Ljubljana provide a diverse and extensive range of school sports programmes, which on average, do not meet students' needs for physical activity. Notable differences are observed in sports programmes offered at branch schools, where the fewest sports programmes are conducted, and at primary schools with 17–20 classes, where conditions are the most favourable among all primary schools.
