Development of a Registration Method for Bicycle infrastructure in the Republic of Slovenia

Slovenia has experienced a surge in cycling popularity, but lacks a comprehensive strategy and accessible database for cycling infrastructure. Currently, municipalities rely on costly third-party services to register infrastructure, leading to restricted access and a lot of data is incomplete as well due to the classification system, and shared responsibility between municipality. This hampers strategic development, and tourism investments, ultimately slowing infrastructure improvements. This thesis addresses the following research question: “How to improve the current state of the registered Slovenian cycling infrastructure?” The hypothesis states that using OpenStreetMap (OSM) can enable cost-free, accessible, and standardized cycling infrastructure registration, facilitating third-party investments and strategic planning. To research this, the Netherlands’ successful registration system was analyzed, and a standardized OpenStreetMap-based method for Slovenia was developed, including a detailed manual. Testing with diverse users highlighted the need for a manual but demonstrated the tool’s accessibility after initial familiarization. While OSM lacks precision for exact measurements, it provides an effective platform for analytics and development strategies, ensuring open and standardized data for Slovenia’s cycling infrastructure.

• Title: Zasnova metode registracije kolesarske infrastrukture v Republiki Sloveniji

Abstract

Slovenija je doživela porast priljubljenosti kolesarjenja, vendar ji primanjkuje celovite strategije in dostopne baze podatkov za kolesarsko infrastrukturo. Trenutno občine za registracijo infrastrukture uporabljajo drage storitve tretjih oseb, kar omejuje dostopnost podatkov. Poleg tega so podatki zaradi klasifikacijskega sistema pogosto nepopolni, odgovornost pa je razdeljena med občine. To ovira strateški razvoj in turistične investicije ter posledično upočasnjuje izboljšave infrastrukture. Ta diplomska naloga obravnava naslednje raziskovalno vprašanje: »Kako izboljšati trenutno stanje registrirane slovenske kolesarske infrastrukture?« Hipoteza predpostavlja, da uporaba OpenStreetMap (OSM) omogoča brezplačno, dostopno in standardizirano registracijo kolesarske infrastrukture, kar spodbuja naložbe tretjih oseb in strateško načrtovanje. V okviru raziskave je bil analiziran uspešen sistem registracije na Nizozemskem, razvit pa je bil standardiziran pristop za Slovenijo, temelječ na OSM, ki vključuje podroben priročnik. Testiranja z različnimi uporabniki so poudarila potrebo po jasnem priročniku, vendar so pokazala, da je orodje dostopno po začetni seznanitvi. Čeprav OSM ne omogoča natančnih meritev, ponuja učinkovito platformo za analitiko in razvojne strategije ter zagotavlja odprte in standardizirane podatke za kolesarsko infrastrukturo v Sloveniji.
