Digital transformation has significantly impacted modern society, especially in the public sector, altering operations, service delivery, and management. It encompasses advanced technologies like artificial intelligence, the Internet, blockchain, and data analytics, which enhance efficiency, transparency, and collaboration. For the public sector, this means faster, more personalized services, increased process transparency, and better data analysis for informed policy decisions.
Its development also affects management and requires special abilities that go beyond traditional management skills. In addition to technical skills, leaders need to be skilled in strategic thinking, planning and implementing a digital strategy, and adapting to rapidly changing technologies. Key competencies include digital literacy, innovation, change management and fostering a culture of continuous learning, enabling organizations to be successfully led through change.
Research questions and hypotheses discussed in the work focused on the relationship of science and theory to digital transformation and touched on leadership with an emphasis on the public sector and the search for appropriate competencies. The hypotheses were confirmed and they emphasize the importance of human capital and digitization for its success. Together with digital public services, they are one of the key meanings for a successful digital transformation and contribute to better development and prosperity in EU member states.
The conducted research makes sense of the connection between the impact of digital transformation in EU countries and the impact on their development opportunities.The key challenges and opportunities brought out about by the digital transformation were identified, and guidelines were proposed to improve the strategic approach that will contribute to sustainable development and greater efficiency in EU members.
