The establishment of the recovery and resilience facility, in response to the economic and social impact of the Covid-19 pandemic, offered EU Member States a unique opportunity to quickly return to a pre-pandemic state and to increase their resilience to future crises by tapping into dedicated EU funds. Slovenia has formed an ambitious Recovery and resilience plan, which, among other things, commits to implementing measures to transition to a sustainable and green country. The first half of the recovery and resilience facility period saw delays in achieving milestones and targets, and thus delays in submitting payment claims to the European Commission. The already existing delays will have an impact on the milestones and targets down the line which poses a risk to the timely completion of measures and the absorption of funds under the Recovery and resilience facility. The actors for the implemetation of the recovery and resilience plan are facing a new system for obtaining EU funding and new conditions for implementation. The administrative burden of the implementation of the recovery and resilience plan as well as its scope and specific conditions pose a challenge to the authorities responsible for implementation.
