Abstract
Za magistrsko nalogo sem si zadala cilj predstaviti področje medicinske konoplje v Sloveniji v primerjavi z nekaterimi drugimi evropskimi državami. Slovenija že od leta 2014 dovoljuje uporabo zdravil, ki vsebujejo kanabinoide. Te zdravila lahko zdravniki predpisujejo na recept le bolnikom, ki se zdravijo za tiste bolezni, pri katerih je bilo dokazano, da so takšna zdravila učinkovita. V nalogi sem se osredotočila predvsem na vprašanje v kakšnih okoliščinah se je v Sloveniji odprla javna razprava o legalizaciji medicinske konoplje oziroma konoplje nasploh, na katerih argumentih temelji regulacija rabe medicinske konoplje v Sloveniji ter v katero skupino evropskih držav glede na regulacijo rabe konoplje se uvršča Slovenija. Analizirala sem odnos do rabe konoplje v Sloveniji in se pri tem osredotočila predvsem na vprašanje, s katerimi argumenti javnozdravstvene politike zagovarjajo oziroma zavračajo legalizacijo konoplje. V času, ko sem pisala zaključno nalogo smo v Sloveniji imeli tudi referenduma o rabi konoplje. Prvo referendumsko vprašanje je zadevalo dopust gojenja in predelavo konoplje v medicinske namene na slovenskem ozemlju, drugo vprašanje pa je zadevalo gojenja in posedovanje konoplje za omejeno osebno rabo na slovenskem ozemlju.

Title:(De)criminalization of cannabis legalization in public health policies
Abstract:
In my master's thesis, I present the field of medical cannabis in Slovenia in comparison with some other European countries. Since 2014, Slovenia has allowed the use of medicines containing cannabinoids. These medicines can only be prescribed by doctors to patients suffering from diseases for which such treatments have been proven effective. In my thesis, I focused primarily on the circumstances under which public debate on the legalization of medical cannabis or cannabis in general, began in Slovenia, the arguments underlying the regulation of medical cannabis use in Slovenia, and the group of European countries Slovenia falls into in terms of cannabis regulation. I analysed the attitude towards cannabis use in Slovenia, focusing mainly on the arguments public health policies use to support or oppose the legalization of cannabis. While writing my thesis, Slovenia also held two referendums on the use of cannabis. The first referendum question concerned the allowance of cannabis cultivation and processing of medical purposes on Slovenian territory, while the second addressed the cultivation and possession of cannabis for limited personal use within Slovenian territory.
