Stališča učiteljev o potrebnih spremembah sistemskih in kurikularnih rešitev na področju osnovnošolskega izobraževanja v Sloveniji

Abstract
V Sloveniji med letoma 2021 in 2025 poteka sistemska in kurikularna prenova, ki bo uvedla spremembe tudi na področje osnovnošolskega izobraževanja. Vsak poskus reforme šolskega sistema je vedno zelo širok družbeni proces, v katerem sodeluje mnogo deležnikov. V okviru aktualne prenove se je med drugim formirala iniciativa Partnerstvo za kakovosten in pravičen vzgojno-izobraževalni sistem, ki je izvedla tudi kvalitativno raziskavo med osnovnošolskimi učitelji glede njihovih stališč o potrebnih spremembah na področju osnovnošolskega izobraževanja. Učitelji v praksi namreč večkrat opozarjajo, da njihova stališča niso slišana in upoštevana, ko se uvaja spremembe. Osnovni namen te magistrske naloge je predstaviti pridobljena stališča učiteljev o štirih izbranih področjih sistemskih oz. kurikularnih rešitev: notranje preverjanje in ocenjevanje znanja, nacionalno preverjanje znanja, učna diferenciacija in individualizacija ter prenova učnih načrtov. V okviru raziskave smo izvedli dva kroga fokusnih skupin na desetih slovenskih osnovnih šolah, v raziskavi pa je sodelovalo 74 strokovnih delavcev. Poleg tega, da smo predstavili in analizirali njihova stališča, smo za vsako od izbranih področji podali tudi pregled zakonskih sprememb, ki so se na teh področjih zgodile od leta 1996, ko je bila izpeljana prva obsežna šolska reforma v samostojni slovenski državi, do danes. Predstavili smo tudi predlagane rešitve, ki jih za ta področja prinaša predlog Nacionalnega programa vzgoje in izobraževanja za obdobje 2023-2033.

Title:Teachers’ views on the necessary changes to systemic and curricular solutions in the field of primary education in Slovenia
Abstract:
In Slovenia, between 2021 and 2025, a systemic and curricular reform is taking place, which will also introduce changes in primary education. Any attempt to reform the school system is always a very broad social process involving many stakeholders. As part of the current reform, the Partnership for a Quality and Equitable Educational System initiative was formed, which also conducted a qualitative survey among primary school teachers regarding their views on the necessary changes in primary education. Teachers in practice often point out that their views are not heard and considered when changes are introduced. The main purpose of this master’s thesis is to present the views of teachers on four selected areas of systemic or curricular solutions: internal assessment and evaluation of knowledge, national assessment of knowledge, teaching differentiation and individualization, and curriculum reform. As part of the research, we conducted two rounds of focus groups in ten Slovenian primary schools, with 74 professional workers participating in the study. In addition to presenting and analyzing their views, we also provided an overview of the legislative changes that have occurred in these areas since 1996, when the first extensive school reform was carried out in the independent Slovenian state, to the present day. We also presented the proposed solutions brought by the draft National Education Program for the period 2023-2033.
