Celje is a city with a rich sports tradition. For the continued successful and comprehensive development of sports in Celje, which will also consider societal changes, a social agreement at the local level will be necessary. The purpose of this master's thesis was to develop professional guidelines that could serve as the basis for creating a future strategy for the development of sports in Celje. To this end, we examined the current state of sports in the Municipality of Celje, health indicators related to physical activity, assessed citizen satisfaction with current programmatic and spatial capabilities, evaluated citizen agreement with some ideas for the development of sports in Celje, and assessed their current physical activity levels. Our work involved analyzing publicly available data, collecting data from sports clubs in Celje and the Celje Sports Association, and conducting a survey among residents. Based on these analyses, we established professional guidelines for the development of a sports strategy in the Municipality of Celje.
In the study, which aimed to include residents in the creation of the strategic guidelines, 509 citizens were randomly selected, of which 329 (64.6%) were women, 174 (34.2%) were men, and 6 (1.2%) did not wish to specify their gender. The largest group of respondents was aged 41 to 50 years (172 individuals). Participants' physical activity was assessed using the established IPAQ-SF questionnaire. We supplemented this questionnaire with questions about satisfaction with sports in Celje and some ideas for further sports development. The results showed that all age groups of both men and women meet the minimum standards for the recommended weekly amount of moderate to high-intensity physical activity. However, we found that men over 65 are significantly less active than women in the same age group. Furthermore, we found that citizens are generally satisfied with current programmatic and spatial capabilities, although some areas were rated somewhat lower.
The professional group concluded the study by formulating ideas for the strategic development of sports in the Municipality of Celje, as well as professional guidelines for improving the programmatic and spatial capabilities of sports in the municipality. The ideas included free sports programs for all age groups, the development of sports infrastructure and satellite locations, and the optimization and popularization of active transport. The professional guidelines were designed to facilitate the monitoring of the sports development process and to
oversee the achievement of goals in the areas of sports for all, competitive sports, sports facilities and outdoor sports areas, and the general functioning and organization of sports.
To achieve the most effective development of sports, systematic data collection and management will be necessary, along with the integration of these data into meaningful entities, the restructuring of available financial resources, the interconnection of different fields, and the care for citizens' well-being through various sports programs.
