Abstract
Healthcare is an important component of societal well-being, as it includes both traditional health services and factors from economic sectors. Good governance plays a key role in healthcare systems, influencing decision-making and crisis management. This master's thesis describes the healthcare systems of Slovenia and Austria, examining their financing models, healthcare financing, accessibility, and policy choices during the Covid-19 pandemic. The research questions explore the standing points of each EU Member State’s healthcare system, Covid-19 outcomes, and the role of good governance. By using a mixed-methods approach, the study aims to contribute evidence-based policy solutions and highlight the importance of stakeholder engagement in governance. The main goals include detailed comparisons, analysis of political responses, evaluation of governance influence, and examination of healthcare outcomes. The master's thesis comprises seven chapters, discussing the significance, background information, healthcare models, methodologies, impact analysis, best practices, and concluding remarks. The findings suggest the Austrian healthcare system's superiority, emphasizing the need for ongoing research to deepen the understanding and address the limitations in healthcare policies and systems globally.

Title:Politične odločitve in učinkovitost zdravstvenih sistemov v obravnavi covid-19
Abstract:
Zdravstvo je pomemben del družbenega blagostanja, saj vključuje tako tradicionalne zdravstvene storitve kot dejavnike iz gospodarskih sektorjev. Dobro upravljanje predstavlja ključno vlogo v zdravstvenih sistemih, saj vpliva na odločanje in krizno upravljanje. Magistrska naloga opisuje zdravstvena sistema Slovenije in Avstrije ter preučuje njune modele financiranja, zdravstvenega financiranja, dostopnosti in političnih odločitev med pandemijo Covid-19. Raziskovalna vprašanja obravnavajo izhodišča zdravstvenega sistema vsake države članice EU, izide Covid-19 in vlogo dobrega upravljanja. S kombiniranim raziskovalnim pristopom študija želi prispevati k oblikovanju politik, ki temeljijo na dokazih, in poudariti pomen vključevanja deležnikov v upravljanje. Glavni cilji vključujejo podrobne primerjave, analizo političnih odzivov, oceno vpliva upravljanja ter pregled zdravstvenih izidov. Magistrska naloga obsega sedem poglavij, ki obravnavajo pomen, ozadje, zdravstvene modele, metodologije, analizo vpliva, najboljše prakse in zaključne opombe. Ugotovitve kažejo na premoč avstrijskega zdravstvenega sistema, kar poudarja potrebo po nadaljnjih raziskavah za poglobitev razumevanja in reševanje pomanjkljivosti v zdravstvenih politikah in sistemih po svetu.
