Abstract
Politike Evropske Unije se uresničujejo s finančnimi instrumenti, kot so posojila, garancije in nepovratna sredstva. Finančne instrumente izvajajo različni evropski programi, ki so določeni v večletnih finančnih načrtih. V obdobju 2014–2020 jih najdemo več kot 300, na splošno pa jih delimo na centralizirane in decentralizirane. Program za zaposlovanje in socialne inovacije (EaSI) je dopolnilni in centraliziran program, ki je deloval na področju trajnega zaposlovanja in izboljšanja delovnih pogojev, ukrepov proti revščini, socialne varnosti in zaščite ter spodbujanja socialnih inovacij. Razdeljen je na tri sklope, in sicer sklop Progress, EURES in sklop mikrofinanciranje in socialno podjetništvo. Namen diplomskega dela je predstaviti delovanje EaSI v obdobju 2014–2020 ter njegovo implementacijo v Sloveniji. Iz pregleda obstoječe literature se je razbralo, da je EaSI v obdobju 2014–2020 izdal 50 razpisov, s katerimi je sofinanciral več kot 400 projektov. Z analizo izvedenih projektov v okviru Evropskega programa za zaposlovanje in socialne inovacije v obdobju 2014–2020 v Sloveniji se je ugotovilo, da so organizacije ter podjetja iz Slovenije sodelovali v petindvajsetih projektih, dvajset projektov pa se je tudi izvajalo na območju Slovenije. Povprečno so projekti dobili malo več kot 900 tisoč evrov, medtem ko so rezultati projektov na splošno prinesli dodano vrednost Sloveniji in pozitivno vplivali na, s strani posameznega projekta, izbrane skupine ljudi. Diplomsko delo je doprineslo k razumevanju financiranja, črpanja sredstev EU, predvsem pa k razumevanju delovanja samega programa EaSI. Prav tako je predstavljeno sodelovanje Slovenije na projektih programa EaSI in osnovne lastnosti projektov v Sloveniji.

Title:The role and importance of the EaSI programme in Slovenia in the period 2014-2020
Abstract:
European Union policies are implemented through financial instruments such as loans, guarantees and grants. Financial instruments are implemented by various European programs, which are defined in multi-year financial plans. In the period 2014-2020, we find more than 300 of them, and they are generally divided into centralized and decentralized. The Program for Employment and Social Innovation (EaSI) is a complementary and centralized program that worked in the fields of permanent employment and improvement of working conditions, anti-poverty measures, social security and protection and promotion of social innovation. It is divided into three strands, Progress, EURES and Microfinance and social entrepreneurship strand. The aim is to present the operation of EaSI programme and its implementation in Slovenia. From the review of the existing literature, it became clear that EaSI issued 50 tenders and co-financed more than 400 projects. Through the analysis of implemented projects within EaSI programme in Slovenia, it was found that organizations and companies from Slovenia participated in twenty-five projects and twenty projects were also implemented in Slovenia. On average, projects received a little more than 900 thousand euros, and the results of the projects generally brought added value to Slovenia and had a positive impact on the side of the selected group of people. The thesis contributed to the understanding of financing, drawing of EU funds, and above all to the understanding of the operation of the same EaSI programme. Slovenia's participation in the EaSI programme and the basic characteristics of projects in Slovenia are also presented.
