Abstract
Pojav globalizacije in tehnološki napredek sta ustvarila medsebojno povezan svetovni finančni sistem. Kriptosredstva so s svojo revolucionarno tehnologijo veriženja blokov pretresla tradicionalni finančni sistem ter tako kreirala alternativne metode za izmenjavo vrednosti in naložbe. Vendar so zaradi svoje psevdonimne in decentralizirane narave, ki omogoča izvajanje transakcij brez nadzora posrednika, postale privlačne za storilce kaznivih dejanj, ki vedno iščejo nove ustvarjalne načine za pranje denarja. Posledično je uporaba kriptosredstev za nezakonite namene pritegnila širšo regulatorno pozornost, kar je države in mednarodne organizacije, kot je na primer Projektna skupina za finančno ukrepanje, spodbudilo, da obseg svojih priporočil razširi na način, da zajamejo kriptosredstva in ponudnike storitev v zvezi s kriptosredstvi. Po njenem vzoru je Evropska unija takšne zahteve nemudoma vključila v svoj pravni okvir za preprečevanje pranja denarja. Disertacija vsebuje pregled značilnosti kriptosredstev in postopka pranja denarja z njihovo uporabo. Primarni cilj magistrske naloge je prikazati, kako lahko izbrane nove tehnologije, in sicer umetna inteligenca in robotska avtomatizacija procesov, pomagajo ponudnikom kripto storitev zagotoviti skladnost z zahtevami za preprečevanje pranja denarja, ter z njimi povezanimi izzivi. Poleg tega obravnava obstoječe pomanjkljivosti v pravnem okviru Evropske unije za preprečevanje pranja denarja in zajema trenutna prizadevanja za njihovo odpravo.

Title:The impact of technological innovations on the prevention of money laundering
Abstract:
The advent of globalization and technological progress created an interconnected, global financial system. Crypto assets with their revolutionary blockchain technology disrupted the traditional financial system, offering alternative means for value exchange and investment. However, due to their pseudonymous and decentralized nature, that enables conducting transactions without oversight of a third intermediary, they have become attractive to criminals looking for new creative ways to launder their money. Consequently, the use of crypto assets for illicit purposes has drawn widespread regulatory attention, prompting countries and international organizations like the Financial Action Task Force to expand their recommendations to cover crypto assets and providers of crypto services. Following suit, the European Union swiftly included such requirements in its anti-money laundering regulatory framework. This dissertation provides an overview of the characteristics of crypto assets, as well as of the money laundering process through these digital assets. The primary objective of this thesis is to illustrate how select emerging digital technologies, namely artificial intelligence and robotic process automation can assist crypto asset service providers, as obliged entities to ensure compliance with anti-money laundering requirements, as well as their inherent challenges. Additionally, it examines current regulatory gaps within the European Union's anti-money laundering framework and explores ongoing efforts to address them.
