The aviation industry has consistently demonstrated a strong dedication to maintaining safety. As aircraft become more complex and air traffic volume increases, potential hazards of aviation operations also grow. This is particularly true in the realm of general aviation, where aircraft become more accessible to the wider public. Consequently, legislators at the international, regional, and national levels have developed multiple regulations necessitating occurrence reporting in aviation. The present paper conducts an examination of these regulations, with a particular focus on European Union regulation. It proposes a comprehensive and structured system for the collection, analysis, investigation, reporting and storage of occurrence reports for organisations engaged in the design and manufacturing of light sport aircraft. The system is based on the results of the analysis of applicable regulation, and practical experience. The paper also outlines some of the major challenges specific to the general aviation environment and proposes mitigations for said challenges. The procedure's effectiveness is assessed with the help of a practical example. In addition, this paper proposes a set of reporting templates.
