Abstract
Postopek izdaje gradbenega dovoljenja je kompleksen postopek, ki ravno zaradi iskanja ravnotežja med zasebnim in javnim interesom sodi med zahtevnejše upravne postopke. Kako skrajšati časovni vidik postopka izdaje gradbenega dovoljenja, ni bilo samo vprašanje, ampak izziv v zadnjih 30 letih, tako za stroko kot zakonodajno telo. Zakonski časovni okvir se skozi leta ni spreminjal, spreminjal se je postopek, v upanju na večji učinek v smislu bolj tekočega, učinkovitega in s tem hitrejšega postopka izdaje gradbenega dovoljenja. Namen magistrskega dela je podrobna analiza in hkrati ovrednotenje določb novega področnega zakona GZ-1 z namenom ugotovitve, ali lahko nove zakonske rešitve vplivajo na hitrost reševanja postopkov izdaje gradbenega dovoljenja na obalnem območju treh upravnih enot, kjer postopki trajajo najdlje. V magistrskem delu so uporabljene metoda deskripcije, zgodovinska metoda, metoda kompilacije, primerjalna metoda in metoda dedukcije. Ugotovljeno je bilo, da rešitve, podane v novi zakonodaji, ne vplivajo in nimajo učinka na čas, ki je potreben za izdajo gradbenega dovoljenja. Ne glede na ponujene rešitve zaposleni na obalnih upravnih enotah ocenjujejo, da je največji problem nestrokovnost oziroma pomanjkljiva usposobljenost za vodenje takega postopka. Največje upanje polagajo v nov informacijski sistem eGraditev, s katerim se pričakuje večja pravna varnost za investitorje in učinkovitejše upravljanje človeških virov. Raziskan je vpliv določb novega GZ-1 na časovni vidik izdaje gradbenega dovoljenja, na bodoči vpliv informacijskega sistema eGraditev tako na zaposlene kot na investitorje in na primerjalni vidik informacijskega sistema eGradnja na Hrvaškem.

Title:Time analysis of the issuance of building permits in practice of coastal administrative units
Abstract:
The procedure for issuing a building permit is a complex process which, because of the search for a balance between private and public interest, belongs to the most demanding administrative procedures. The question of how to shorten the time aspect of the building permit issuance procedure has not only been a question but a challenge for the past 30 years, both for the profession and the legislative body. The legal timeframe has not changed over the years, the procedure has changed in the hope of a greater effect in terms of a more seamless, efficient and thus faster procedure for issuing a building permit. The purpose of the master's thesis is a detailed analysis and at the same time an evaluation of the provisions of the new sector-specific Building Act with the aim of determining whether the new legal solutions can impact the pace of resolution of procedures for issuing building permits in the coastal area of three administrative units, where the length of procedures is the most excessive. In this master's thesis there are applied the following methods of research: description method, historical method, compilation method, comparative method, and deduction method. The findings suggest that the solutions provided for in the new legislation do not affect and have no effect on the time required for the building permit to be issued. Regardless of the solutions provided for, the employees of the coastal administrative units consider that the biggest problem is the lack of expertise, i.e. the lack of competence to manage such a procedure. The greatest hope is placed in the new eGraditev (eConstruction) information system, which is expected to provide greater legal security for investors and more efficient management of human resources. This master's thesis is focused on researching the impact of the provisions of the new Building Act on the time aspect of the procedure for issuing a building permit; the future impact of the eConstruction information system, both on employees and on investors; and the comparative aspect of the eConstruction information system in Croatia.
