Abstract
Digitalna identiteta in elektronska osebna izkaznica sta postali ključna elementa sodobnega življenja, pomembna za posameznike in države v doseganju učinkovitega delovanja ter zadovoljevanju potreb državljanov. V ospredju prizadevanj za izboljšanje kakovosti življenja postaja digitalna identiteta ključna značilnost posameznika, omogočajoč varno sodelovanje v digitalnem okolju. Hkrati pa predstavlja orodje za optimizacijo javnih in zasebnih storitev, kar prispeva k učinkovitejšemu delovanju družbe. Rastoče zahteve po varnosti in lažji dostopnosti do digitalnih storitev postavljajo digitalno identiteto v osrčje sodobnega družbenega in gospodarskega razvoja. Prilagajanje tehničnim in zakonodajnim okvirjem postaja ključno, še posebej glede na naraščajočo odvisnost od spletnih storitev in vseprisotnost digitalnih tehnologij v vsakdanjem življenju. Namen magistrske naloge je celovito predstaviti in analizirati koncepta digitalne identitete ter elektronske osebne izkaznice v kontekstu Slovenije in držav Evropske unije. S poudarkom na razumevanju prednosti in izzivov za državljane, podjetja in državo, raziskava zajema tudi primerjalno analizo praks drugih evropskih držav. Z zbranimi spoznanji želimo identificirati možnosti izboljšav v obstoječem sistemu v Sloveniji ter prispevati k razvoju in optimizaciji digitalne identitete in elektronske osebne izkaznice. Z uporabo različnih metod, vključno z deskriptivno analizo ključnih pojmov, pregledom zakonodajnih okvirov, komparativno metodo za primerjavo digitalnih javnih storitev in sintezo pridobljenih spoznanj, sem ugotovil, da se Slovenija nekoliko dviga nad povprečjem EU glede DESI indeksa. Vendar pa glede vpeljave digitalne identitete in elektronske osebne izkaznice Slovenija ni bila med najhitrejšimi v EU.

Title:Digital identity and electronic identity cards in Slovenia and European Union countries
Abstract:
Digital identity and electronic personal identification have become key elements of modern life, crucial for individuals and nations in achieving efficient operation and meeting the needs of citizens. At the forefront of efforts to improve the quality of life, digital identity is becoming a key characteristic of an individual, enabling secure participation in the digital environment. Simultaneously, it serves as a tool for optimizing public and private services, contributing to the more effective functioning of society. Growing demands for security and easier access to digital services place digital identity at the heart of contemporary social and economic development. Adapting to technical and legislative frameworks becomes crucial, especially considering the increasing dependence on online services and the ubiquity of digital technologies in everyday life. The purpose of this master's thesis is to comprehensively present and analyze the concepts of digital identity and electronic personal identification in the context of Slovenia and European Union countries. With an emphasis on understanding the benefits and challenges for citizens, businesses, and the state, the research also includes a comparative analysis of practices in other European countries. With the gathered insights, we aim to identify opportunities for improvements in the existing system in Slovenia and contribute to the development and optimization of digital identity and electronic personal identification. By using various methods, including descriptive analysis of key concepts, examination of legislative frameworks, comparative method for comparing digital public services, and synthesis of acquired knowledge, I found that Slovenia slightly surpasses the EU average regarding the DESI index. However, concerning the implementation of digital identity and electronic ID card, Slovenia was not among the fastest in the EU.
