E-zdravje: analiza in primerjava storitev v manjših evropskih državah : magistrsko delo

Abstract
V magistrski nalogi smo se osredotočali na preučevanje razvitosti nacionalnih strategij e-zdravja v šestih manjših evropskih državah: Sloveniji, Danski, Estoniji, Finski, Avstriji in Švici. Uporabljene so bile tako kvalitativne kot kvantitativne raziskovalne metode. Raziskava je temeljila na analizi in primerjavi dokumentov, politik in strategij. Poglobljeni intervjuji s strokovnjaki na področju e-zdravja so prispevali k razumevanju ključnih tem, vzorcev in trendov v digitalnem zdravju. Kvantitativna analiza statističnih podatkov je vključevala uradne vire, ki smo jih obdelali s pomočjo statističnega programa imenovanega Minitab. S poudarkom na manjših evropskih državah do 10 milijonov prebivalcev smo potrjevali hipoteze o ključnih dejavnikih, ki vplivajo na uvedbo e-zdravja, vključno z nacionalno strategijo, finančno podporo in vplivom zunanjih dejavnikov, kot je pandemija covida-19. Rezultati raziskave potrjujejo, da so države med pandemijo naredile korak k digitalizaciji javnega zdravstvenega sistema, zlasti tiste z veljavno nacionalno strategijo e-zdravja. Z raziskavo smo ugotovili, da urejene strategije in akcijski načrti pozitivno vplivajo na uvedbo in razvoj e-zdravja v analiziranih državah, merjeno z indeksom DESI. Pandemija je sicer pospešila razvoj e-zdravja, vendar ni bila edini spodbujevalni dejavnik. Raziskava kaže, da se države zavedajo pomena digitalnih sprememb in uvajajo posodobljene strategije. Kljub temu rezultati niso pokazali povezave med višjimi izdatki za zdravstvo, BDP in uspešnostjo razvoja e-zdravja, merjeno z indeksom DESI. V zaključku so povzete ugotovitve in podani predlogi za nadaljnje raziskovanje na tem področju, kar prispeva k razumevanju dinamike in dejavnikov, ki vplivajo na digitalno zdravje v manjših evropskih državah.

Title:E-health: analysis and comparison of services in smaller European countries
Abstract:
The master's thesis focuses on the examination of the development of national digital health strategies in six smaller European countries: Slovenia, Denmark, Estonia, Finland, Austria, and Switzerland. Both qualitative and quantitative research methods were employed, relying on the analysis and comparison of documents, policies, and strategies. In-depth interviews with e-health experts contributed to understanding key themes, patterns, and trends in digital health. Quantitative analysis of statistical data involved official sources processed using a statistical program called Minitab. With an emphasis on smaller European countries with populations under 10 million, the study confirmed hypotheses regarding key factors influencing the adoption of e-health, including national strategy, financial support, and the impact of external factors such as the COVID-19 pandemic. The research results confirm that countries took steps towards the digitization of public health systems during the pandemic, especially those with established strategies. While the pandemic accelerated e-health development, it was not the sole driving factor. The study indicates that countries recognize the importance of digital changes and are implementing updated strategies. However, the results did not show a correlation between higher healthcare expenditures, GDP, and the success of e-health development measured by the Digital Economy and Society Index (DESI). In conclusion, the findings are summarized, and suggestions for further research in this field are provided, contributing to the understanding of dynamics and factors influencing digital health in smaller European countries.
