Analiza razlik med prodajnimi cenami in posplošenimi tržnimi vrednostmi stanovanjskih nepremičnin v občinah Idrija, Cerkno in Logatec : diplomska naloga št.: 464/B-GR

Abstract
V diplomski nalogi smo analizirali razliko med posplošeno tržno vrednostjo dobljeno na podlagi modelov množičnega vrednotenja nepremičnin in časovno prilagojeno pogodbeno ceno med izvedenimi kupoprodajnimi posli stanovanjskih nepremičnin v občinah Idrija, Cerkno in Logatec v obdobju od 1. 6. 2016 do 31. 12. 2017 in od 1. 3. 2018 do 30. 9. 2019. V prvem delu smo na kratko prikazali bistvene značilnosti množičnega vrednotenja nepremičnin, opredelili obravnavano območje in orisali stanje na nepremičninskem trgu. V drugem delu je sledila časovna prilagoditev cen stanovanj in stanovanjskih hiš. V zadnjem delu so analizirane razlike med pogodbenimi cenami in posplošenimi tržnimi vrednostmi ter podane zaključne ugotovitve. Analiza razmerij med PTV in časovno prilagojenimi pogodbenimi cenami za stanovanja na obravnavanem območju je pokazala, da ima 41 % prodaj neustrezno razmerje. Rezultati analize za stanovanjske hiše pa kažejo, da ta delež znaša kar 69 %. Zanimalo nas je, ali so se izračunane posplošene tržne vrednosti skladajo z realnim stanjem oziroma ali so določena merila za umerjanje pravilno predpostavljena, saj so ravno ti modeli vrednotenja osnova za izračun davka na nepremičnine. Glede na dobljene rezultate, smo ugotovili, da merila ne zagotavljajo ustreznih izračunov, ki so nato pogoj za dejanja v prihodnje.

Title:Analysis of the difference between sale price and general market values of residential real estate in municipalities of Idrija, Cerkno and Logatec : graduation thesis no.: 464/B-GR
Abstract:
The thesis concentrates on the analysis between the general market value acquired from the mass appraisal of real estate models and the time adjusted contract prices in residential real estate sales carried out in municipalities Idrija, Cerkno, and Logatec in the time periods June 1, 2016 – December 31, 2017 and March 1, 2018 – September 30, 2019. The first section of the thesis provides a short overview of the main features of the mass appraisal of real estate, a presentation of the region considered in the analysis, and a depiction of the real estate market situation. The second part of the thesis then provides the time adjusted prices of apartments and residential houses. The last section then analyses the differences between the contract prices and general market values, as well as the final conclusions on the matter. The analysis has shown that 41 percent of the sales of flats have an inappropriate ratio. The share rises up to 69 percent in cases of house sales. My main interest was whether the calculated general market values comply with the real situation and whether the valuation criteria have been defined properly, because these valuation models are the basis for calculating the real state tax. According to the results the analysis has shown that the criteria given do not provide proper calculations, which condition further actions.
