Abstract
Na svetovni ravni se letno zavrže 1,3 milijarde ton hrane (tretjina celotne proizvodnje). V prizadevanju za izboljšanje te situacije je v skladu s hierarhijo rabe presežkov hrane in odpadne hrane v prvi meri najpomembnejše preprečevanje nastajanja presežkov, čemur sledi prerazporejanje že nastalih presežkov za prehrano ljudi. Slednje, oziroma konkretneje doniranje presežkov hrane, predstavlja tudi osrednji raziskovalni izziv te magistrske naloge. Pregledali smo zakonodajni okvir in smernice na področju prerazporejanja (doniranja) hrane v EU ter v Sloveniji ter poiskali primere doniranja doma in v tujini. V drugem delu naloge smo pripravili nabor možnosti (scenarije) nadgraditve trenutnega sistema prerazporejanja presežne hrane v Sloveniji, jih v sodelovanju z deležniki na tem področju ovrednotili in na podlagi rezultatov večkriterijskega ocenjevanja (DEX) pripravili predlog organizacijske zasnove in institucionalnega okvirja prerazporejanja presežkov hrane v Sloveniji. Pri izdelavi predloga nadgradnje sistema smo se osredotočili zlasti na rešitve v smislu optimiranja posameznih faz in nalog v sistemu prerazporejanja hrane. S pomočjo večkriterijskega vrednotenja po metodi DEX smo potrdili, da obstoječi sistem prerazporejanja doniranih presežkov hrane potrebuje nadgradnjo. Kot najprimernejši scenarij je bil po pogovoru z deležniki in po primerjavi posameznih kriterijev 2. reda, izbran scenarij 2: Izboljšave materialnih pogojev, brez sprememb v organizacijskem ustroju prerazporejanja hrane.

Title:Development of the institutional framework for redistribution of surplus food in Slovenia
Abstract:
Globally, 1.3 billion tonnes of food are wasted each year (a third of all produced food). These amounts are necessitating actions aligned with the food surplus and food waste hierarchy: firstly, prioritizing surplus prevention and secondly, redistributing existing surplus for human consumption. Redistribution or more specifically the donation of surplus food, is also the main research challenge of this Master thesis. We reviewed legislative frameworks and guidelines in the field of food redistribution (donation) in the EU and in Slovenia and found examples of donation at home and abroad. In the second part of the assignment, we prepared a set of options (scenarios) for upgrading the current system of redistribution of surplus food in Slovenia, evaluated them in cooperation with active stakeholders. Finally, we prepared a proposal for organisational design and institutional framework for the redistribution of surplus food in Slovenia, which was based on the results of a multi-criteria evaluation (DEX). The systematic upgrade is proposed by mainly focusing on solutions for optimising individual phases and tasks of the food redistribution system. Using DEX multi-criteria evaluation, we confirmed that the existing system for redistributing donated surplus food needs to be upgraded. After interviewing stakeholders and comparing specific criteria, Scenario 2: Improvements in material conditions, without changes in the organisational structure of food redistribution was selected as the most appropriate scenario.
