Abstract
Ladijska pralnica je področje, ki zagotavlja higieno pomorščakov. Skozi zgodovino pomorstva so se higienski standardi na tem področju razvijali ter nadgrajevali, pomorščaki pa so pridobivali nove pravice, ki so jim omogočale boljše življenje med bivanjem na ladji. Higienski napredki so se začeli kazati v začetkih 19. stoletja s prehodom flote iz jader v paro. Pomemben pravni dokument, ki opredeljuje standard ladijskih pralnic, je Konvencija o delu v pomorstvu, in sicer Konvencija MLC 2006. Slednja zajema predpise, pravila ter standarde, vezane na opremo ladijske pralnice. Namen diplomske naloge je na primerih ugotoviti realizacijo pravil za področje ladijske pralnice (MLC, 2006) in opredeliti vsebine na področju ladijske pralnice, ki še niso zajete v konvenciji in se pri realizaciji med ladjarji razlikujejo. S kvalitativno raziskavo smo preučili predpise. Izdelali smo vprašalnik, s katerim smo ugotavljali skladnost določil ladijske pralnice trinajstih ladij (ladij za prevoz razsutega tovora, tankerjev ter vlačilcev) s Konvencijo MLC 2006. Ugotovili smo, da je večina pralnic skladna s Konvencijo MLC 2006, vendar se oprema ladijskih pralnic med ladjami pomembno razlikuje. Razlike se kažejo v številu pralnih strojev glede na število ladijske posadke, v količini praška za pranje perila, ki ga pomorščaki brezplačno prejemajo od svojih ladjarjev, v dostopnosti likalnikov in likalnih miz ter prostorov, namenjenih sušenju perila. Rezultate ankete smo primerjali z opisom ladijske pralnice na potniški ladji in ugotovili, da je tamkajšnjim pomorščakom zagotovljen interni servis pranja delovnih oblek ter ob doplačilu tudi osebnega perila, kar na tovornih ladjah še ni omogočeno. Področja, kjer smo ugotovili razlike, bi bilo smotrno vključiti v pravila Konvencije MLC 2006 in tako preprečiti diskriminacijo pomorščakov glede na ladjarja ter hkrati zagotoviti enake pravice vsem pomorščakom.

Title:SHIP LAUNDRY IN ACCORDANCE WITH THE MLC CONVENTION
Abstract:
A ship’s laundry is a room that ensures the hygiene of seafarers. Throughout maritime history, hygiene standards in this area have evolved and improved, with seafarers gradually gaining new rights that enabled them to live better lives while onboard ships. Major advances in hygiene started in the early 19th century with the transition of the fleet from sail to steam. An important legal document defining the standard of ships’ laundries is the Maritime Labour Convention (MLC 2006), which covers the regulations, rules and standards related to the equipment of a ship’s laundry. The aim of the thesis is to present the implementation of laundry sector rules with concrete examples (i.e. the MLC 2006) and to identify parts the laundry area not yet covered by the MLC 2006 that differ in their implementation between shipowners. A qualitative study was conducted to examine the regulations. A questionnaire was developed to determine the compliance of thirteen surveyed ships (bulk carriers, tankers and tugs) with the laundry provisions of the MLC 2006. We found that most laundries are compliant with the MLC 2006 but laundry equipment varies significantly among ships. Differences are reflected in the number of washing machines per the crew members, the amount of laundry detergent seafarers receive free of charge from their shipowners, the availability of irons and ironing tables, and the facilities available for drying laundry. We compared the survey results with the description of a cruise ship laundry service where seafarers are provided with a free-of-charge workwear laundry service and a for-fee laundry service for personal laundry, which is a service not yet available on cargo ships. It would be useful to include these areas where differences were found in the MLC 2006, thus preventing seafarer discrimination by shipowners while ensuring equal rights for all seafarers.
