Abstract
Direktor občinske uprave je vodja na srednji ravni. Po eni strani je v podrejenem položaju županu, po drugi strani pa je nadrejen sodelavcem. Zaradi tega ugotavljamo, da se direktorji občinskih uprav znajdejo v nelagodnem položaju. Še posebej, ko so bili predhodno hierarhično gledano na enakem položaju, kot sodelavci. Njihovo vodenje takrat ostaja na prijateljski ravni. Po drugi strani takšno karierno napredovanje pozitivno vpliva na tekoče opravljanje delovnih nalog, saj so le-te povezane z različnimi področji delovanja občinske uprave. Delovne naloge direktorjev občinskih uprav se sicer razlikujejo glede na velikost in strukturo občine. V večjih občinah je več zaposlenih, zato se direktorji občinskih uprav lahko v večji meri posvetijo vodenju in strokovnim nalogam, medtem ko je za direktorje manjših občinskih uprav poleg omenjenega v veliki meri značilno opravljanje operativnih nalog. Obdobje epidemije COVID-19 je močno vplivalo na tehnično ureditev delovanja občinskih uprav. Uvedene so bile številne spremembe, ki naj bi zagotavljale preventivo zaposlenih pred okužbo z virusom COVID-19. Na splošno ugotavljamo, da so odnosi kvalitetnejši na občinskih upravah, kjer je do pet zaposlenih. Kljub temu smo na podeželskih občinah v tem obdobju zaznali povečano skrb za sodelavce in njihovo zdravstveno stanje.

Title:Characteristics of Work During the COVID-19 Epidemic: Experience of Directors of Municipal Administrations in Prekmurje : magistrsko delo
Abstract:
The Director of the Municipal Administration is a manager on a middle level. On one hand, he is in a subordinate position to the Major; on the other, he is superior to his colleagues. As a result, we discover that they find themselves in an uncomfortable situation. Especially when they were previously in an equal position to their colleagues from a hierarchical point of view. Their leadership then remains on a friendly level. In contrast, such career advancement has a positive impact on the effectiveness of day-to-day work tasks, as they are related to various areas of activity of the municipal administration. The job responsibilities of directors of municipal administrations vary depending on the size and structure of the municipality. In larger ones, there are more employees, which allows the directors of municipal administration to focus on management and professional tasks to a greater extent. Meanwhile, the directors of smaller municipal administrations, in addition to the tasks above, are largely characterized by performing operational tasks. The period of the COVID-19 epidemic had a significant impact on the technical regulation of the operation of municipal administrations. Several changes were set in place to prevent employees from contracting COVID-19. Generally, we find that the quality of relations is better in municipal administrations with up to five employees. Nevertheless, in provincial municipalities, we have seen an increase in concern for colleagues and their health during this period.
