Abstract
Diplomsko delo obravnava predstavitev zakonodajnega postopka v Republiki Sloveniji, na primeru sprejetja Zakona za urejanje položaja študentov. Mnoge raziskave na nacionalni in mednarodni ravni že mnogo let opozarjajo na ogrožen socialni položaj slovenskih študentov. To je privedlo do potrebe po novi zakonski ureditvi, ki bi ta položaj spremenila. Predlog Zakona za urejanje položaja študentov je pripravila Študentska organizacija Slovenije; v diplomskem delu nas je zanimalo, v kolikšni meri je bila študentska javnost vključena v proces priprave zakona, saj je imel sprejeti zakon največji vpliv ravno na položaj študentov. V primeru Zakona za urejanje položaja študentov nas je zanimalo, kako in v kolikšni meri so amandmaji dejansko spremenili prvotni zakonski predlog. V teoretičnem delu diplomskega dela je z uporabo deskriptivne metode najprej predstavljeno predstavniško zakonodajno telo; sledijo opredelitev zakonodajnega postopka, predstavitev izbranih subjektov, ki sodelujejo v zakonodajnem postopku, ter vloga Študentske organizacije Slovenije. V analitičnem delu diplomskega dela z uporabo deskriptivne metode, analize sekundarnih virov in metode intervjuja sledi predstavitev procesa priprave zakonskega predloga in predstavitev celotnega zakonodajnega postopka sprejema Zakona za urejanje položaja študentov s poudarkom na vloženih amandmajih ter analiza vključenosti javnosti pri pripravi zakonskega predloga. V diplomskem delu je bilo ugotovljeno, da so amandmaji imeli velik vpliva na vsebinske določbe v predlaganem zakonu, saj je bilo predlagano in sprejeto nadpovprečno število amandmajev, ter da je bila študentska javnost v proces priprave zakonskega predloga vključena neposredno, s strani izvoljenih predstavnikov.

Title:Analysis of the legislative process in Slovenia on the example of the Student Status Act
Abstract:
This thesis discusses the matter of presenting the legislative process within the Republic of Slovenia, on the example of the Student Status Act (ZUPŠ-1). For many years, multiple pieces of research conducted on the national and international levels have been issuing warnings regarding the fragile social position of Slovenian students. This has brought forth the necessity of a new legal regulation that would alter their social position. The ZUPŠ-1 proposal was prepared by the Student Organisation of Slovenia. Within our research conducted for our thesis, we are interested in the amount of inclusion the student public had during the process of drafting the new law, especially since the largest effects of the later accepted law directly impacted the position of the students themselves. Within the example of the ZUPŠ-1, we are also interested in the amount of change to the original proposal that came from the issued amendments. The theoretical part of the thesis first presents the representative legislative body using descriptive methodology followed by defining the legislative process presenting the subjects within the legislative process, as well as the role of the Student Organisation of Slovenia. In the analytical part of the thesis, using the descriptive method, the method of analyzing secondary sources, and the method of interview, we shall present the entire legislative procedure regarding the admission of the ZUPŠ-1 proposal with an emphasis on filed amendments and the analysis of public inclusion within the preparation procedure of the legislative proposal. Within the framework of the thesis, it was discovered that the amendments had a large influence on the substantive provisions within the proposed law and that the student public was involved in the process of preparing the legislative proposal indirectly through its elected representatives.
