Abstract
Odprti podatki javne uprave so informatizirane zbirke podatkov, ki jih urejajo in objavljajo javni organi, njihova glavna značilnost pa je, da jih lahko uporablja kdorkoli za kakršenkoli namen. To delo primerja stanje odprtih podatkov v Sloveniji s stanjem v Estoniji, saj ta velja za velesilo na področju digitalizacije v Evropi. V teoretičnem delu se za definiranje odprtih podatkov, njihovega namena in opisa formatov uporabi metodi deskripcije in kompilacije, isti metodi pa sta uporabljeni tudi pri pregledu obstoječih raziskav na tem področju. V empiričnem delu se z metodo analize in komparacije analizira in medsebojno primerja portala odprtih podatkov Slovenije in Estonije, prav tako pa je uporabljena metoda intervjuja, ki je bil opravljen z urednico portala odprtih podatkov Slovenije. Po analizi kvantitativnih podatkov za število vsebinskih področij odprtih podatkov, njihovih formatov in datotečnih zbirk na portalih je estonski portal nekoliko slabši od slovenskega, omeniti pa je treba, da je kvaliteta podatkov tisto, kar je pri odprtih podatkih pomembnejše od kvantitete. Da bi lahko trdili, da je Slovenija na splošno boljša od Estonije na področju odprtih podatkov, bi bilo treba upoštevati tudi druge vidike odprtih podatkov, kot na primer zakonodajo, ki spodbuja odprte podatke, ponovno uporabo podatkov in njihov vpliv, vendar to v tej nalogi ni bilo analizirano. Rezultati analize predstavljajo povratno informacijo portalu odprtih podatkov Slovenije in slovenski javni upravi, saj predstavljajo stanje slovenskega portala odprtih podatkov specifično v primerjavi z estonskim portalom. Nadaljnje delo bi se lahko osredotočilo na analizo kvalitete podatkov na portalu ali na kateri drug vidik odprtih podatkov.

Title:Public administration open data: comparison of the situation between Slovenia and Estonia
Abstract:
Public administration open data are computerized databases that are governed and edited by the authorities in the public sector, with their main characteristic being freely accessible to everyone for any purpose. This thesis compares the situation of open data in Slovenia with the situation in Estonia, with Estonia being widely known for its digitization. In the theoretical part of this research, description and compilation methods are used to define the term open data, describe open data uses, and open data formats, with the same methods being used in overviewing existing research in this area. In the empirical part, methods of analysis and comparison are used to compare the open data portals of Slovenia and Estonia, and in addition, an interview with the editor of the Slovenian open data portal is conducted. Based on the analysis of the quantitative data regarding the number of categories, open data formats, and number of datasets on both open data portals, it was concluded that the Estonian portal is slightly worse than the Slovenian open data portal; however, it should be mentioned that the quality of data is more important than quantity when it comes to open data. To be able to claim that Slovenia is overall better than Estonia in the field of open data, other aspects like open data state policies, reuse of open data, and the impact of open data should also be considered, but these aspects weren't analyzed in this thesis. The results of this analysis can be used as feedback for the Slovenian open data portal and the Slovenian public sector in general, as they cover the current situation of the Slovenian open data portal specifically in comparison with the Estonian portal. Future research could focus on analyzing the quality of open data on the portal or researching other aspects of open data.
