Abstract
Magistrska naloga je namenjena primerjalni analizi izvajanja komasacij kmetijskih zemljišč na območju nekdanje Jugoslavije. Cilj raziskave je pridobiti vpogled v razlike in podobnosti pri izvajanju komasacij v državah na območju nekdanje Jugoslavije ter oceniti perspektive za prihodnost. Raziskava temelji na kombinaciji deskriptivne analize obstoječe zakonodaje, institucionalnega okvira in izkušenj iz preteklih projektov ter izvedbe intervjujev s strokovnjaki na področju komasacij. Ugotovljeno je, da so se komasacije že v preteklosti izvajale različno v teh državah. Z osamosvojitvijo in prehodom v tržno gospodarstvo pa so se te razlike še poglobile. Nekatere države, kot sta Slovenija in Srbija, so že zgodaj začele izvajati komasacije, medtem ko so v drugih državah, kot je Črna gora, bile komasacije že v preteklosti manj pogoste ali omejene na posamezna območja. Razlike se kažejo v pristopih, institucionalnih okvirih ter izzivih, s katerimi so se soočale in se še soočajo države pri izvajanju komasacij. Nekatere države, kot je Srbija, kontinuirano in množično izvajajo komasacije, čeravno se v zadnjem obdobju soočajo z različnimi težavami pri izvajanju komasacij, medtem ko se v drugih državah, kot je Severna Makedonija, izvajajo šele pilotni, novi projekti komasacij, na podlagi izkušenj in dobrih praks iz tujine. V Sloveniji se podobno kot v Srbiji kontinuirano izvajajo komasacije, ugotovljeno pa je bilo tudi, da so v Sloveniji izvajanje komasacij precej ovirale finančne omejitve in pomanjkljiva finančna podpora države v času tranzicije, a danes se komasacije izvajajo sistematično, ki se sicer financirajo pretežno iz evropskih sredstev. Hrvaška se spopada z različnimi izzivi vzpostavitve institucionalne rešitve za oživitev izvajanja komasacij, medtem ko se v Bosni in Hercegovini sicer izvajajo komasacije, ampak v zelo omejenem obsegu, saj predstavljajo institucionalne ureditve nekatere ovire za učinkovito izvajanje komasacij. Rezultati raziskave bodo koristni pri oblikovanju smernic in priporočil za izboljšanje izvajanja komasacij v posamezni državi. Kljub nekaterim težavam, s katerimi se soočajo obravnavane države, obstaja potencial za nadaljnji razvoj in izboljšanje postopkov komasacij na tem območju, ob upoštevanju specifičnih okoliščin vsake države.

Title:Comparative Analysis and Prospects of Agricultural Land Consolidation in Former Yugoslav Countries : master thesis no.: 165/II. GIG
Abstract:
The master's thesis is dedicated to a comparative analysis of land consolidation implementation in the former Yugoslav territory. The research aims to provide insights into the differences and similarities in carrying out land consolidation projects in the countries of the former Yugoslavia and to assess prospects for the future. The study is based on a combination of descriptive analysis of existing legislation, institutional frameworks, past project experiences, and interviews with experts in the field of land consolidation. It has been found that land consolidations were historically executed differently in these countries. With the process of gaining independence and transitioning to market economies, these differences have deepened. Some countries, such as Slovenia and Serbia, started implementing land consolidation projects early on, while in others like Montenegro, land consolidation was historically less common or limited to specific areas. These disparities manifest in approaches, institutional frameworks, and challenges that countries faced and continue to face in implementing land consolidation. Certain countries, like Serbia, carry out land consolidations on a large scale, albeit currently encountering various implementation difficulties. In contrast, other countries like North Macedonia are still in the pilot phase of implementing new land consolidation projects based on foreign experiences and best practices. Similar to Serbia, Slovenia also consistently conducts land consolidations. It was also identified that financial constraints and insufficient state support during the transitional period hindered land consolidation efforts in Slovenia. However, nowadays, systematic land consolidations are performed with predominant financing from European funds. Croatia grapples with challenges in establishing institutional solutions to revitalize land consolidation implementation, whereas in Bosnia and Herzegovina, land consolidations are carried out but on a limited scale due to institutional barriers affecting effective implementation. Despite certain challenges faced by the examined countries, there is potential for further development and improvement of land consolidation procedures in the region, taking into account the specific circumstances of each country.
