Abstract
Prostor je osrednja dobrina vsake države, ki je neprestano podvržena spremembam prostorskega razvoja. Urejanje prostora je proces, ki skuša usmerjati ta razvoj v smer trajnosti, pri čemer je parcela osnovna enota tega procesa. Gradbeno dovoljenje je upravna odločba, ki služi javnemu interesu, saj zagotavlja, da so pogoji za gradnjo na določeni parceli skladni z veljavnimi prostorskimi akti, ki so bili sprejeti v okviru urejanja prostora. Postopek pridobitve gradbenega dovoljenja pa pogosto prinaša administrativna bremena, ki predstavljajo izziv za investitorje. Pred začetkom gradnje investitorji pogosto pridobijo lokacijsko informacijo, uradni dokument, ki pojasnjuje možnosti gradnje na določeni parceli. Čeprav lokacijska informacija vsebuje obsežen nabor podatkov, ne pokriva vseh potrebnih informacij, poleg tega pa je njena predstavitev statična in neinteraktivna. Spletni geografski informacijski sistemi so bili razviti kot odgovor na te omejitve in omogočajo lažji dostop do prostorskih podatkov o parcelah. Vendar večina teh rešitev ne izkorišča vseh možnosti sodobnih tehnologij, predstavitev podatkov pa ni prilagojena širši javnosti, kar otežuje njihovo razumevanje. To poudarja potrebo po bolj dostopni rešitvi, ki bo omogočila enostavnejši vpogled v slovenski prostor. V tem diplomskem delu smo se poglobili v teoretične in informacijske vidike obravnavane problematike. Teoretični del vključuje analizo urejanja prostora in postopkov pridobivanja gradbenega dovoljenja, s poudarkom na izzivih, s katerimi se srečujejo investitorji. V informacijskem delu smo zasnovali, implementirali in evalvirali informacijsko rešitev, ki odgovarja na identificirane potrebe in izzive. Uporabniška testiranja, izvedena s pomočjo modela TAM, so pokazala, da naša rešitev prinaša svež in inovativen vpogled v svet parcel.

Title:Development of a solution for innovative inspection of plots
Abstract:
Space, as a central asset of every country, is subject to constant changes and development. Spatial planning is a process that aims to direct this development towards sustainability, with the plot being the basic unit of this process. A building permit is an administrative decision that serves the public interest by ensuring that the conditions for construction on a specific plot are in accordance with the valid spatial acts adopted within the framework of spatial planning. However, the process of obtaining a building permit often involves administrative burdens that pose a challenge for investors. Prior to initiating construction, investors frequently acquire location information, an official document that clarifies the possibilities of construction on a selected plot. Although the location information provides a comprehensive set of data, it fails to encompass all the necessary information required by the investors, and its presentation remains static and non-interactive. Online geographic information systems have been developed as a solution to these limitations and allow easier access to spatial data on plots. However, most of these solutions do not take full advantage of the possibilities offered by modern technologies. The presentation of data is often not adapted to the general public, which makes it difficult to understand. This highlights the need for a more accessible solution that will enable a simpler insight into the Slovenian space. In this diploma thesis, we delved into the theoretical and informational aspects of the addressed issues. The theoretical part includes the study of spatial planning and procedures for obtaining a building permit, with an emphasis on the challenges faced by investors. In the informational part, we designed, implemented, and evaluated an information solution that responds to the identified needs and challenges. User testing, conducted using the TAM model, showed that our solution brings a fresh and innovative insight into the world of plots.
